NOTICE TO BIDDERS
The Tippah County Board of Supervisors will receive un-priced solicitations until 5pm on Wednesday, May 2, 2018 at the Chancery Clerk’s Office at 101 E. Spring Street, Ripley, MS 38663 or by electronic submission at www.centralbidding.com. Submissions will be evaluated and vendors submitting acceptable offers will be invited to submit priced bids (via email) through a Reverse Auction. Reverse Auction bids can be submitted at www.centralbidding.com. For any questions relating to the Reverse Auction process or assistance with registration, please contact Central Bidding at 1-225-810-4814.
Bidding will be held by Reverse Auction on Wednesday, May 9, 2018 from at 10am to 11am. The county reserves the right to utilize “anti-sniping” for reverse auctions. Anti-sniping is a tool that automatically extends the bid time for a reverse auction by fifteen (15) minutes if a vendor places a bid in the final five (5) minutes of the reverse auction. The anti-sniping effect will auto extend the reverse auction bid time any time a bid is placed in the last five (5) minutes of the reverse auction and can auto extend the reverse auction multiple times until the bidding on the reverse auction ends.
Contracts will be accepted to the lowest and best bidders for the purchase of supplies and equipment required for public works and public buildings through June 30, 2019. Bidders shall bid the price at which the Board of Supervisors if it elects and the Board not being required to purchase any specific amount of any such article, supplies, equipment or materials. Materials need to be priced by the ton, yardage and/or gallon.
The list of supplies to be purchased being, as follows, to wit:
(1) Hauling of slag, washed gravel and crushed stone (limestone), Chirt (gravel)
(2) Hauling of riprap and clay gravel from source of supply to designated stock piles in each
of the County shops of Tippah County, Mississippi
(3) Crushed stone (limestone) # 7
(4) Crushed stone (limestone) #5
(5) Crushed stone (limestone) #57
(6) Asphalt and necessary ingredients (cold mix) for patching and repairing of roads
(7) CRS2 Liquid Asphalt in accordance with CPI as reflected in MDOT monthly publication
Tippah County Board of Supervisors reserves the right to reject any and all bids submitted and to waive formalities. The right is reserved if two bids are identical, to award a portion of the contract to more than one bidder. The Board may also select two bidders if both bids are the lowest and best bids although not identical. The Board further reserves the right, if it elects to do so, to advertise and award new contracts for any portion of the materials and supplies listed above at the end of any three-month period, and if such new contract is made, it will supersede the contract for those particular items awarded as a result of this advertisement.

Proxy Bidding and Bid Increments:
"Proxy bidding" makes bidding on auctions easier and less time-consuming for buyers.
Central Auction House will automatically place a bid on your behalf for the lowest amount possible up to your maximum bid using an increment bidding system. This allows you to remain the highest bidder for the auction until your maximum bid amount has been reached, also your proxy bid will remain confidential. To activate Central Auction House's proxy bidding system, simply enter the maximum price you are willing to bid, following these steps:
-When you place a bid, you enter the maximum amount you're willing to pay for the item(s). The seller and other bidders won't know your maximum bid.
-We place bids on your behalf using the automatic bid increment amount, which is based on the current high bid. We increase your bid only as much as necessary to make sure that you remain the high bidder, up to your maximum amount.
-If another bidder places the same maximum bid amount as yours, the bidder who entered the amount first is the current winning bidder. Your maximum bid is kept confidential until it is exceeded by another bidder.
-You cannot lower a proxy bid once it is placed
-You can raise your own proxy bid: if you have a proxy bid in place for $1,000 and place another bid for $1,200 then the actual winning bid won't change but your proxy bid will be raised to $1,200
-Please note: When proxy bidding is used it may appear as if one bidder has outbid another with the exact same amount. Again, the person who submitted the amount first is considered to be the winning bidder.
Increment Bidding:
"Increment bidding" refers to the minimum amount an auction bid must be raised each time the current highest bid is surpassed. The increment is determined by the value of the most recent bid. See below:
Example:
-The current bid amount is at $150.00 USD.
-Buyer 1 places a maximum bid of $210.00 USD.
-The increment bidding system will automatically place bids on Buyer 1's behalf up to $210.00 USD.
-When Buyer 2 places a maximum bid of $200.00 USD, Buyer 1's bid will be automatically increased in the set increments (see Bid Increments Chart) until it reaches $210.00 USD.
-If Buyer 3 places a bid of $220.00 USD, they will become the highest bidder because they have surpassed Buyer 1's maximum bid.
-To continue, Buyer 1 must enter a new maximum bid, which meets or exceeds the increment established by the highest current bid amount.
-If Buyer 1 has a proxy bid of $500.00 USD, our system will automatically bid $230.00 USD for them.
