Written and sealed bids are to be filed with the City Clerk’s office, 203 Goodyear BLVD Picayune, MS 39466 not later than the above date and time at the City of Picayune, office of the City Clerk. Bids can also be submitted at www.centralbidding.com. 

All bids must be sealed, and the outside of the envelope clearly marked in the following manner: “One Miniature Excavator with Maintenance Agreement.” Otherwise, the bid will not be considered. 

Sealed bids will include the attached Bid Specification Sheet and complete information on the make and model of the equipment being submitted. 

All bids must state a delivery time (which will be a factor used in determining the lowest and best bid) and bid price must include delivery to the City of Picayune. 

All bids must state warranty, which will be a factor used in determining the lowest and best bid. A minimum of 3 years or 3,000 hours, 4 years or 4,000 hours or 5 years or 5,000 hours power train and hydraulic warranty must be included in the bid price. 

The offer of a guaranteed buyback provision at the end of the three (3), four (4) and five (5) years may be used in determining the lowest and best bid. 

Bidders shall have full parts and a service facility within 55 miles of the City of Picayune. 

Bidders shall provide a service agreement price for 3 years or 3,000 hours, 4 years or 4,000 hours, or 5 years or 5,000 hours. The service agreement shall comply with all aspects of the manufacturer’s recommendations for tasks and frequencies of service. A detailed account of all tasks and their respective frequency shall be included with the bid.  The explanation of the service will be used to determine the lowest and best bid. 

The City of Picayune is acting under the authority of Section 31-7-13 Miss Code of 1972 Amended and reserves the right to reject all bids.

All bids must be equal in performance and quality to the specifications listed, which are not intended to exclude any manufacturer. Any reference to the manufacturer’s model or series of equipment stated in the specifications is only to establish an accepted standard and is not intended to limit the bidding. Any exceptions to the specifications must be listed in the bidders’ bid, with justification. Failure to do so will disqualify the bid.
