ADVERTISEMENT FOR BIDS

Sealed bids will be received on September 21, 2023, by The Roman Catholic Church of the Diocese of Houma-Thibodaux, on behalf of and for the benefit of the Congregation of Our Lady of Prompt Succor/Chackbay Church until 2:00 P.M. at which time all bids will be publicly opened and read aloud for the furnishing of item/items listed below at the Diocese of Houma-Thibodaux Pastoral Center; 2779 Highway 311; Schriever LA 70395. Any bid received after the above time and date stated will be returned unopened.

Per RS 37:2163, bids shall be submitted in an envelope displaying the Contractor’s license number, except bids submitted electronically which the contractor may submit an authentic digital signature on the electronic bid proposal accompanied by the contractor’s license number.

It is highly recommended that the envelope be sealed and displays legibly on the exterior, the following:

A NON-MANDATORY ON-SITE PRE-BID CONFERENCE shall be held for bidders on August 30, 2023, commencing at 10:00 A.M. at the Our Lady of Prompt Succor/Chackbay, 529 Highway 20, Thibodaux LA 70301.

Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Contract Documents, per Instructions to Bidders. Evidence of authority to submit the bid shall be required in accordance with LA R.S. 38:2212 (A) (1) (c).

Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163, for the classification of Building Construction.

Bid Security in an amount equal to not less than Five Precent (5%) of the Bid Amount. Bid Security shall be a Certified Check, Cashier’s Check, or Bid Bond (Money Orders or Letters of Credit will not be accepted) made payable to The Roman Catholic Church of the Diocese of Houma-Thibodaux. All bid bonds shall be accompanied by a duly authorized power of attorney and shall be guaranteed by a surety or insurance company currently on the U.S. Department of Treasury Financial Management Service list of approved bonding companies (U.S. Department of Treasury Circular 570) or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A. M. Best’s Key Rating Guide or by an insurance company in good standing licensed to write Bid Bonds which is either domiciled in Louisiana or owned by Louisiana residents.

If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless the bidder has complied with LA R.S. 38:2212 (A)(1)(c) or LA R.S. 38:2212 (0).

Failure to include any item specified above, or failure to complete the Louisiana Uniform Public Works Bid Form in its entirety and properly execute this form will result in the Bid/Bids being declared irregular and cause for rejection as being non-responsive.

No bid may be withdrawn after the closing time for receipt of bids for at least Forty-Five (45) calendar days, after receipt of the bids, except under the provision of LA R.S. 38:2214. The time of completion of this project is of prime importance. All the work required shall be completed within Forty-Five (45) calendar days from the Notice to Proceed.

Should the Contractor neglect, refuse to complete the work or obtain approval from the State Fire Marshal’s Office, if required, for occupancy on the date above, the Owner shall have the right to deduct from and retain out of such moneys which may be due or which may become due and payable to the Contractor, as scheduled in the Instruction to Bidders, for each and every day that such completion of the work is delayed beyond the prescribed dates, as liquidated damages and not as a penalty. If the amount due and to become due from the Owner to the Contractor is insufficient to pay in full any such liquidated damages, the Contractor shall pay the Owner the amount necessary to the effect such payment in full. Provided, however the Owner shall promptly notify the Contractor in writing of the manner the amount retained, deducted, or claimed as liquidated damages was computed.

To the extent permitted by applicable state and federal laws and regulations, The Owner reserves the right to reject any and/or all bids for just cause.
