ACADIA PARISH POLICE JURY
Sealed bids for Street Improvements funded by a Louisiana Community Development Block Grant for Fiscal Year 2022, consisting of reconstruction of 1.44 miles of parish roadways with in place soil cement stabilized base course and hot mix asphalt surfacing along with miscellaneous cross drain replacement
will be received by the Acadia Parish Police Jury in the conference room at 505 N.E. Court Circle, Crowley, LA 70527, until 10:00 a.m. Tuesday, July 25, 2023 and then at said office publicly opened and read aloud. Electronic bidding is also available through Central Bidding. The website to send an electronic bid is www.centralauctionhouse.com.
Plans and specifications may be examined, without charge, in the office of the Acadia Parish Police Jury, 505 N.E. Court Circle, Crowley, Louisiana, 70527, (337) 788-8800, or at or at the offices of Aucoin & Associates, Inc., 433 N. C.C. Duson Street, Eunice, LA 70535 or will be forwarded to the prospective bidder upon deposit with the Engineers of $200.00 for one (1) set of plans and specifications.
The full deposit for one set of plans and specifications will be refunded to each general contractor who submits a bona-fide bid. This deposit will be refunded upon request in accordance with R.S. 38:2212. For additional sets of documents and for documents issued to subcontractors or material suppliers, the cost of reproduction and mailing of each set will be deducted and a balance of $100.00 refunded. Said refunds will only be made for a complete set of documents in good condition returned within 10 days following bid opening. Partial sets of documents will not be issued.
Each bidder must have an active Unique Entity ID (SAM) Number, as verified on www.sam.gov, prior to the beginning of construction.
Bids must be submitted on Bid Forms furnished for this purpose by the Engineers. The bidder must execute all blanks in the bid proposal, or the bid will not be considered.
Each bidder must deposit with his/her bid, security in the amount, forms, and subject to the conditions provided for in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
The Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. Minority, female, and Section 3 participation is hereby encouraged by the Acadia Parish Police Jury.
Any person with disabilities requiring Special Accommodations must contact the Police Jury no later than seven (7) days prior to bid opening.
IN PARTICULAR, BIDDERS SHOULD NOTE THE REQUIRED ATTACHMENTS AND CERTIFICATIONS TO BE EXECUTED AND SUBMITTED WITH THE BID PROPOSAL.
Bidders must comply with Title VI of the Civil Rights Act of 1964, Davis-Bacon Act, the anti-Kickback Act and the Contract Work Hours Standard Act.
No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
The Acadia Parish Police Jury reserves the right to reject any and all bids for just cause. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
