Failure to have the license number on the envelope will be cause for not opening the
bid.
The information for Bidders, Form of Bid Proposal, Form of Contract, Plans,
Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and
other contract documents may be examined at the Office of Environmental
Engineering Services, Inc. located at 610 Belle Terre Boulevard, LaPlace, LA 70068.
Copies may be obtained at this office upon payment of a deposit of $150.00. This
deposit will be refunded upon request in accordance with LA R.S. 38:2212.
Additionally, bid documents will be posted on www.centralbidding.com. To view
these, download, and receive bid notices by e-mail, you will have to register with
Central Auction House (CAH). Vendors/Contractors will have the option to submit
their bids and bid bonds electronically or by paper copy. Any questions about this

Each Bidder must deposit with his/her bid, security in the amount, form, and subject
to the conditions provided in the Information for Bidders. Sureties used for obtaining
bonds must appear as acceptable on the U. S. Department of Treasury Circular 570.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of
the opening thereof.
The Contractor shall begin mobilization and procurement of materials within ten (10)
working days of the receipt of the Notice to Proceed.
The Attention of Bidders is called particularly to the requirements for conditions of
employment to be observed and minimum wage rates to be paid under the Contract,
Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all
applicable laws and regulations of the Federal government and State of Louisiana
and bonding and insurance requirements. Minority, female, and Section 3
participation is encouraged.
Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon
Act, the Anti-Kickback Act and the Contract Work Hours Standard Act.
Any person with disabilities requiring special accommodations must contact the St.
James Parish no later than seven (7) days prior to bid opening.
The Parish reserves the right to reject any and all bids for just cause; such actions
will be in accordance with Title 38 of the Louisiana Revised Statutes.
