Yes, there is Wi-Fi in the jail.
18. Does the OPSO currently offer training staff for "train the trainer"?
You need to clarify what answers you are looking for with this question. The OPSO has
trainer/training programs in place in several areas. These programs are approved by our federal
monitors, and include initial training, evaluations, monitoring the trainers, followed up with
re-evaluations. Please include in proposals what you as a vendor can do in normal conditions in that particular module, and additional options that are available.
19. Does the OPSO plan to provide legacy data in a readable format such as Excel, SQL, CSV, etc.?
Negotiable, but preferred vendor extracts.
20. Does the OPSO require a warm standby/redundant solution?
At least, OPSO currently has a ready Hot Site, Business Continuity.

I am hoping that the above information will help provide you with the information that

1) Could OPSO please clarify the following requirement:
The successful vendor must supply a kiosk to be used in the lobby to receive both inmate phone money and commissary money that families place on their phone accounts or on an inmate account. For commissary transactions the credit to the inmate ledger must take place within 30 minutes of reception. The kiosk must be able to handle money or credit cards.
Is OPSO looking for a simple interface to current lobby kiosks, or, is OPSO looking for respondents to propose replacing current lobby kiosks?
2) Could the OPSO please clarify the following requirement:
The system must allow for inmates to order commissary via a Kiosk, by item and quantity, calculate the per-item and total costs associated with each order, generate an order/receipt number, and deduct the total cost from the inmate's jail account prior to delivery of the order.
Is OPSO looking to interface with the current commissary vendor to accept commissary orders, or is OPSO looking for a respondent provided in-pod kiosk solution to handle commissary ordering?

I am looking for pricing both ways. Pricing to interface with the current commissary provider (Tiger Commissary who owns the kiosks) and also pricing as if the OPSO would use your commissary program WITH your kiosks.

1. Due to a number of items requiring clarifications that are being submitted and in to order for us provide our best and most thorough response, Securus respectfully requests an extension to the RFP due date. Would Orleans Parish grant an extension until 4/22/2016?
2. Who is the current Law RMS vendor and what version is in use?
3. If the JMS system includes a module to print armbands do you wish to change to the imbedded system or continue with the current system and interface to it? What is the current system?
4. Tiger Commissary is listed as the current vendor. Are kiosks provided by Tiger available for us to interface to? Do Tiger kiosks currently provide the ability to pick and enter inmate requests, receive and manage money deposited to inmate accounts, provide for inmates the ability to order commissary via their kiosks?
5. The General Information section lists the provided items by the successful vendor including "all things" necessary . Does this include all server hardware and OS? Please verify that hardware and operating system software are out of the scope of this RFP and will be provided by the Parish.
6. Please provide information on the current video Visitation Vendor. Does this vendor support remote video visitation? Is the intent of the JMS RFP to manage the visitation scheduling/contacts/restriction of privileges/log via interface to the current vendor?
7. Is the JD Edwards system the system who would provide debit cards on release? Does JD Edwards provide the inmate trust accounting for each offender? Please clarify the role of JD Edwards and provide a use case example of the interface required.
8. Please provide additional information regarding the scope of the Courts interface. How many courts are involved and what data to be exchanged?
9. There is a mandatory interface requirement to interface to 'all criminal justice systems". How many prospective systems? One way or two way data exchange for each system? Provide a list these systems.
10. What is the current mainstream Law RMS system? What data would be come over in the data exchange. What is the database and version of the current system?
11. Interface requirement to integrate with an imaging system. What is the system and describe the level of integration needed?

Black Creek would like to formally request an extension of the RFP due date, but does not have an email address to which to send the request. Therefore, we are submitting the
request herein:
The list of requirements for the RFP response is extensive, and a large number of items have been submitted for clarification. The deadline to submit questions is Friday, April 1,
2016, with the proposal due by 10:00 am on Tuesday, April 5, 2016, leaving only Monday, April 4, 2016, to incorporate responses. Furthermore, at least one day must be devoted to
shipping the RFP response, which eliminates April 4th. Given the complexity of the project and the extremely short time between the question deadline and the submission deadline,
Black Creek believes there is insufficient time to allow respondents to incorporate answers into individual RFP responses. Therefore, Black Creek would like to formally request a due
date extension beyond the current due date of April 5, 2016, to allow all respondents to prepare more complete proposals. Black Creek respectfully requests a 2-week extension from
the present due date.
If you will provide an email address, Black Creek will submit a formal letter request as well. Thank you.

Various requirements within the RFP refer to systems that will require an interface with the new JMS, as do several questions/answers on the Public Message Board. Please provide a
single comprehensive list of all interfaces required/expected and whether each is unidirectional or bidirectional.

Is the proposing vendor responsible for hardware or will Orleans Parish provide all hardware (e.g., servers, workstations, fingerprint scanners, DL scanners, etc.)?

2. Who is the current Law RMS vendor and what version is in use? By ‘current Law RMS’, does this mean Law Enforcement Records Management? If so, the current Jail Management System is not for street patrol. OPSO is strictly Jail Management RMS. The current system is in-house, on an AS/400, written in RPG.
3. If the JMS system includes a module to print armbands do you wish to change to the imbedded system or continue with the current system and interface to it? What is the current system?The current system is Endurid. OPSO would prefer to use the armband system imbedded in the new system, but could also interface to the current, if necessary.
4. Tiger Commissary is listed as the current vendor. Are kiosks provided by Tiger available for us to interface to? Do Tiger kiosks currently provide the ability to pick and enter inmate requests, receive and manage money deposited to inmate accounts, provide for inmates the ability to order commissary via their kiosks?Yes, kiosk are available for interface. They must be interfaced. Yes to all of the Tiger questions, plus inmate Grievances are currently handled in Tiger.

Please verify that hardware and operating system software are out of the scope of this RFP and will be provided by the Parish.Hardware is out of scope and will be provided by OPSO
6. Please provide information on the current video Visitation Vendor. Does this vendor support remote video visitation? Is the intent of the JMS RFP to manage the visitation scheduling/contacts/restriction of privileges/log via interface to the current vendor?The current video visitation vendor is Sierra. The current video visitation is remote within the OPSO complex. Visitors sit at a Visitation building. Inmates do not leave the tiers. There is no remote visitation from outside of the OPSO complex.
7. Is the JD Edwards system the system who would provide debit cards on release? Does JD Edwards provide the inmate trust accounting for each offender? Please clarify the role of JD Edwards and provide a use case example of the interface required. No, Tiger provides the debit cards and the trust fund accounting for each inmate. JD Edwards is the financial system for accounting activity for all things with the OPSO There is no interface to JD Edwards.
8. Please provide additional information regarding the scope of the Courts interface. How many courts are involved and what data to be exchanged?The Courts are Criminal District Court, Municipal Court, and Traffic Court. Arrest, booking, demographics, and charge information is sent to the Courts. Arraignment and Court Cases are scheduled by the Court Systems based upon this information.
9. There is a mandatory interface requirement to interface to 'all criminal justice systems". How many prospective systems? One way or two way data exchange for each system? Provide a list these systems. In addition to the Courts; the interfaces are District Attorney, Public Defenders, New Orleans Police Department, Victim Notification, State AFIS, etc. Some interfaces are 2-way, Court Systems and District Attorney for acceptance of charges, charge changes, charge dispositions, etc.
10. What is the current mainstream Law RMS system? What data would be come over in the data exchange. What is the database and version of the current system?Should be answered in #2. Unless referring to New Orleans Police Department interface, which is IBM mainframe. However, data is currently sent to a server and formatted by the NOPD for input into the mainframe system.
11. Interface requirement to integrate with an imaging system. What is the system and describe the level of integration needed?The current imaging system is Real Vision. However, this system resides on the AS/400 and needs to be re-visited.

Good evening. Regarding the Jail Management Software RFP, The ACT-1 Group, Inc. dba ATIMS has several questions.
Also the Requirements doc was not numbered. We we went through and added numbers so we could specify which one we were speaking to. The numbers provided reflect those
line items.
1) On the Proposal Acknowledgement, it suggests a Bid Guarantee but it does not indicate that is a requirement anywhere else?
QUESTION: Can OPSO advise if a Bid Guarantee is required?
2) Under Requirement Item #101 (Classification) The custody level calculated in the classification and re-classification assessment forms must be used to select housing and should
be what is present in the custody level field in the classification form. Cell management must be based on multiple criteria: sex, custody level, special conditions and keep separates.
QUESTION: Can OPSO explain what the special conditions listed might be?
3) Under requirement #308 (Inmate Discipline) The system must allow for the entire process to be restarted under direction of institutional or central office managers, so noting and
retaining the transaction but not using it for any purpose other than disclosure on offender history listings.
QUESTION: Can OPSO explain the process where an Inmate Discipline Incident would need to be restarted and the work flow behind it.
4) Under requirements #329 & 334 (Reports) The system must generate a report for any specified date of inmates eligible for parole but not released on parole. (Seems to be
duplicated)
QUESTION: Can OPSO explain the criteria for inmates being eligible for parole?

Due to an overwhelming response, the OPSO will grant a proposal deadline extension until 10:00:00 a.m. C.S.T. on Tuesday, April 26, 2016 to facilitate a more fulsome explanation of the scope of the proposal services. If any responses are received before the April 5 deadline, they will be returned unopened, with an explanation of the reason for the return, notification of the extended deadline, and an invitation to re-submit a proposal on or before the extended deadline.

I will formally post a notice to this RFP, but this will suffice at this time. I didn't want to wait until the last moment to send the extension notice. I will also be publishing this extension in the Times Picayune, the official journal of the OPSO.

Good Morning. Zuercher Technologies submitted a response that was shipped before the proposal extension and delivered via FedEx on April 1st. When the proposal deadline was
extended to April 26th, it was noted that all responses received before then would be returned, unopened. Zuercher has not received its unopened response back. Can the OPSO

QUESTION: Can OPSO advise if a Bid Guarantee is required? Underneath the Bid Guarantee section, it says “not applicable”.

QUESTION: Can OPSO explain what the special conditions listed might be? PREA separations, juvenile, male and female, administration segregation, protective custody, mental health, medical, and disciplinary segregation.
7) Under requirement #308 (Inmate Discipline) The system must allow for the entire process to be restarted under direction of institutional or central office managers, so noting and retaining the transaction but not using it for any purpose other than disclosure on offender history listings. QUESTION: Can OPSO explain the process where an Inmate Discipline Incident would need to be restarted and the work flow behind it. An incident could be started and restarted for many reasons. Reporting issues dealing with authorizations and chain of command could cause this issue, along with information and investigations that may come from an external source.
8) Under requirements #329 & 334 (Reports) The system must generate a report for any specified date of inmates eligible for parole but not released on parole. (Seems to be duplicated) QUESTION: Can OPSO explain the criteria for inmates being eligible for parole? Thank you for your consideration...Eligibility for parole is determined by the judicial authority. This report would point out offenders that may be inadvertently lost in the system.
9)How many kiosks would OPSO like for handling deposit services and commissary ordering? 27.

Some questions appear to not have been answered (e.g., Please provide a single comprehensive list of all interfaces expected and the information to be exchanged) or not addressed
fully (e.g., what is the intent of the requirement to "support the ability to perform off-site, remote video visitation"?). The number and type of interfaces required for "ALL criminal
justice systems" is ambiguous, as is the answer provided to date. For Video Visitation support, is the JMS expected to act as a repository for visitor information, scheduling, etc., or to
actually provide a remote Video Visit? These are two completely different functions. Please review and ensure that all questions have been answered completely and unambiguously.

BlackCreekICS, we cannot provide a comprehensive list of interfaces and information to be exchanged. We are looking for information on what can be available-more of a generic list of options available. We have given enough information on interfaces. I would recommend a bidder give a base price and an hourly rate or per interface charge.
Does the proposed bidder have a video visitation component that allows visitors to schedule a visit and login from home? Not necessary, but was one of the ‘future possibilities’ features.
JMS has act as the repository for visitor, family and attorney, information and scheduling; but remote Video Visit is not mandatory.
In terms of remote Video Visits: currently, all family visits are video. The inmate and visitor are in different buildings within the OPSO complex and network. Remote Video Visitation refers to visitors being able to use the Internet, from home for example.
Internet Video Visitation capability is not a requirement, but a plus.
