The Pointe Coupee Parish Port Commission (Commission), by action taken at its meeting of June 7, 2012, has authorized the lease of the following real estate: Port of Pointe Coupee Mississippi River Ferry Landing Site (10590 Ferry Road, New Roads, LA) located at 30° 45’ 4.03”N and 91° 23’ 52.50”W (approx.) along the right descending bank of the Mississippi River near the intersection of La. Hwy. 10 and La. Hwy. 981 north of New Roads.
The site consists of a landing site, concrete ramp, aggregate shoulders, vehicular access, and two dead man tie-backs. The site covers approximately 4.2 acres of Mississippi River batture. Said lease shall be for the site “as is.” The purpose of the lease is for transloading on demand and at market rates. The successful lessee will be responsible for maintenance, rehabilitation if and when needed to maintain the site in its original first-day leased condition or better, and any improvements proposed by the lessee and approved by the Commission. The successful lessee must also acknowledge that the site is a public facility, and, if required, must be available for public use when practical. Successful lessee must also maintain insurance covering Maritime Operations and Stevedoring.
Sealed bids will be accepted by the Commission at 160 East Main Street, Courthouse Annex Building, in the Police Jury Meeting Room, New Roads, Louisiana until 4:30 p.m., Thursday, August 9, 2012, and then publicly opened and read. The minimum bid accepted will be $24,000 per year lease plus a through-put charge per ton as bid by the perspective lessee for each ton of cargo transferred. The first year lease will be pro-rated, and the annual lease will be payable in December for the following year and for each year thereafter. The initial lease will be for the remainder of 2012 plus one full calendar year inclusive of a five-year renewal option up to a total of fifteen years. Additional lease details will be included in the final lease negotiations.
Each bidder shall submit a cashier’s check or money order for $500.00 with the bid made to the Pointe Coupee Parish Port Commission. This payment will be held by the Commission until a lease is executed with the highest responsible bidder or three months, whichever comes first.
If the successful bidder defaults, the Port Commission may, at its option, lease the ferry landing to the next highest bidder, re-advertise the ferry landing for lease, or not lease the ferry landing. The Port Commission reserves the right to consider and/or reject any and all bids if, in its opinion, the highest bid is too low to represent fair consideration or for other reason(s) determined by the Port Commission.

The Commission represents that it holds lawful title to said ferry landing but makes no further representation regarding said ferry landing site. Specifically, the lease of said ferry landing is subject to any liens, encumbrances, or other conditions.
