Notice is hereby given that the City of Rogers, hereinafter called the Owner, will accept sealed bids for the W. New Hope Road Pavement Preservation Phase 1 project.  The work to be performed consists of furnishing all materials and equipment and performing all labor necessary to clean and seal roadway cracks, microsurface, and stripe W. New Hope Road beginning approximately 440-ft from the west leg of the intersection at S. 8th Street (US 71b) for approximately 1-mile west per the details, specifications, and project budget. Bids will be accepted at the City of Rogers City Clerk’s Office until 11:00 A.M. local time on May 9, 2023, at which time the bids will be publicly opened and read aloud in the City of Rogers Community Room. Bids received after the indicated date and time will be rejected.

A mandatory pre-bid conference will be held on Tuesday Thursday, May 4 at 10:00 A.M. in the City of Rogers Community Room.
 
Bid will require Bid Bond in the amount of 5% of bid. Performance and Payment Bond in the amount of 100% of contract will be required of the successful bidder prior to award of the contract. No bids may be withdrawn after the scheduled closing time for the receipt of bids for at least 60 days. The City of Rogers reserves the right to accept any bid, to reject any or all bids, or to waive any information in bids received where such acceptance, rejection, or waiver is considered to be in the best interest of the Owner.
 
The City of Rogers hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
 
The City of Rogers encourages all qualified small, minority-owned, and women-owned business enterprises to bid on and receive contracts for goods, services, and construction. Also, the City of Rogers encourages all general contractors to subcontract portions of their contract to qualified small, minority-owned, and women-owned business enterprises.
 
Bidders shall make such inspection and studies of the streets for the work as to familiarize themselves with all conditions to be encountered. All questions must be received no later than 3:00 P.M. on May 4.
