Ducks Unlimited, Inc., the Nation's leader in wetland conservation, is seeking bids for the Carencro Ridge Restoration Phase I project.  We are having a MANDATORY pre-bid meeting and site showing to interested contractors from our bidders list at 10:00AM on October 17, 2024.  We will meet at the Falgout Canal Marina near Theriot, LA.  Please see the attached vicinity map or Sheet 3 of the plans.  Ducks Unlimited will escort contractors to the project site for any investigative efforts requested.  Please bring your own boat and personal flotation device. AIRBOATS ARE NOT NEEDED.
 
The work on this project consists of clearing and grubbing and elevating 21,537 LF of deteriorated bayou ridge or banklines, and installing 10,420 SF of Vinyl Sheet Piling.  This work shall also include performing the necessary items outlined in the plans and specifications and associated with constructing the project according to the plans.  Contract completion time is 120 calendar days. Bids shall be submitted online through Central Bidding by 12:00 P.M. CST on October 25, 2024. Anticipated Notice to Proceed timeframe is end of November 2024.
Bids shall only be accepted from Prime Contractors on DU’s prequalified contractor bidder’s list and with the necessary License Classifications required by the State Contracting Board to perform work outlined in the plans and technical specifications.  It shall be the responsibility of the Prime Contractor to assure that he and all subcontractors comply with all state contracting laws.  Bids must be accompanied by a 5% bid bond.  If the bids are awarded, the successful bidder must submit a 100% performance and payment bond along with proper insurance and evidence of workmen’s compensation.

Section 502-Construction Surveys. In section 502.1, it states that initial stakeout will be provided in accordance with the specification section 204.1. Section 204.1 does not discuss anything about surveys. Is there something other than what is stated in Section 502 that we need to be aware of?

Is there an error on the estimated quantities table on Sheet 28? It shows that Reach 1, which is the longest distance, has the least amount of embankment.

Will the Owner allow the Contractor access to the back side of the embankment to dress and slope the embankment? Due to the width of the embankment, it would not be possible to reach the back side to dress the slope. Additionally, sitting on top of the embankment would require the equipment to sit on the freshly placed material damaging the structure during construction.

In sections of embankment where vegetation exists outside the footprint of the embankment between it and the borrow area, is the Contractor permitted or required to also remove this vegetation?

While installing the Bulkhead structure, if a sheet hits some underground obstruction and will not drive any further, will the Owner pay the Contractor for portions cut off above final grade? Please consider that regardless, the Contractor is required to pay for all materials up front.

Revised Quantities for Excavation and Embankment: Reach 1 = 45,319 CY (Revised as per Addendum 1) Reach 2 = 31,869 CY Reach 3 = 11, 430 CY Reach 4 = 4,561 CY Total Embankment Fill = 93,179 CY (Revised) Note that this is estimate for guidance and informational purposes only. Contractor is responsible for their own quantity estimations for bidding. Embankment is Measured and Paid by the Linear Foot. Landowner and permits will not allow equipment on the marsh-side, i.e. outside, of the ridge work areas shown on the plans. Vegetation outside of the toe of the proposed ridge embankment will not be required by DU to clear. If, as determined by a DU Engineer, the sheet hits an obstruction underground, and only an obstruction, DU will measure and pay for the full sheet installed. Should the Contractor encounter stiff material, the Contractor shall make every effort to drive the sheet to the design elevation and grade.
