Request for QUALIFICATIONS
DISASTER RECOVERY CDBG QUALIFICATIONS STATEMENT – ENGINEERING SERVICES
Notice is hereby given that the City of Covington is seeking qualification statements for professional engineering services for Disaster Recovery CDBG funds and subsequent implementation of Lift Station Panel Elevations. The scope of the Project is to construct platforms at 26 lift stations in Covington to a height 3’ above the base flood elevation per FEMA elevation requirements for critical infrastructure, and to relocate the control panels, emergency generators and related equipment on top of each platform, make necessary changes to prevent I&I into lift station wet well pits during flood conditions, and install emergency generators at scoped lift stations that don’t currently have one if budget allows and if requested by the City.

Qualifications may be submitted electronically through Central Bidding. You must register directly with Central Bidding to utilize this service. Qualifications are to be submitted either by hard copy or electronically as per the RFQ instructions.
Minority, women-owned, and small disadvantaged businesses are encouraged to participate.
Method of award: A predetermined competitive range of points for proposals will be considered to quality for the job. All firms whose proposals scored within that range would be invited to an oral interview and asked to submit a “best and final offer”. The proposals will be re-evaluated and the highest scoring firm will be chosen.
Qualifications statements must be received no later than 2:00 p.m. (local time), on May 30, 2024. The City of Covington assumes no responsibility for delayed or undelivered mail or express packages. Qualifications statements which are not delivered to City Hall by the above specified time and date will not be considered. All qualifications statements will become part of the City’s public record on this matter, without obligation to the City.
