City of Crowley, Louisiana (herein referred to as the "Owner")
Notice is hereby given that sealed bids marked "Sealed Bid –Rehabilitation of the Sewerage System for the City of Crowley, Louisiana LCDBG FY 2021" will be received by the Owner for the construction of the project described as follows:

FY 2021 Program
Proposals shall be addressed to the City of Crowley, Louisiana and delivered to the Crowley City Hall located at 425 N Parkerson Ave., Crowley, Louisiana 70526, or by electronic bid at www.madereng.com, not later than 10:00 am, on February 17th, 2022. Proposals shall be designated as "Sealed Bid – Rehabilitation of the Sewerage System for the City of Crowley, Louisiana LCDBG FY 2021". Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 10:00 a.m. on February 17th, 2022 at the Crowley City Hall. The Information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the office of Mader Engineering, Inc. located at 1245 S. College Road, Building, 1, Lafayette, LA 70503. Only electronic sets of plans and specifications will be made available and may be obtained from www.madereng.com.
The Owner reserves the right to reject any and all bids for just cause. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
Each bidder must have an active DUNS Number, as verified on www.sam.gov, prior to the beginning of construction.
Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
Contractor's classification shall be Municipal and Public Works Construction.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
Prospective bidders are advised that technical assistance with forms is available from the Office of Community Development @ (225) 342-7412, the Louisiana Division of Administration, Claiborne Building, Baton Rouge, Louisiana.
Funding for this project (LCDBG Contract No. 2000620593) is contingent upon the release of a contract by the Division of Administration.
All contractors and subcontractors will be required to comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act pertaining to the minimum wage rates, the Anti-Kickback Act, the Contract Work Hours Standards Act and the Local Public Works Payroll Evaluation Program. Further, all contractors and subcontractors will be required to certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed. Attention to Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.

IN PARTICULAR, BIDDERS SHOULD NOTE THE REQUIRED ATTACHMENTS AND CERTIFICATIONS TO BE EXECUTED AND SUBMITTED WITH THE FORM OF BID PROPOSAL. ALSO MINORITY AND FEMALE OWNED AS WELL AS SECTION 3 (LOCAL FIRMS) CONTRACTING FIRMS ARE ENCOURAGED TO SUBMIT BIDS.
