The City of Pascagoula, Jackson County, Mississippi will receive bids for the access improvements of Lowery Island, Project Number SP-9401-00(003)LPA/108864-701000 no later than 2:00 p.m., June 28, 2022, at the Office of the City Clerk, City Hall, 603 Watts Avenue, Pascagoula, Mississippi 39567 at which time all bids so received will be publicly opened and read aloud in the City Council Chambers.
 
The base bid work shall consist essentially of installing access road to Lowery Island for westbound traffic on U.S. Highway 90 off Jerry St. Pe’ Highway (SR 617).  This work will include earthwork, milling, asphalt pavement, drainage improvements, guard rail, slotted curb, signage, and striping.   An add option is included in the project that may add the milling, paving, and striping of Port Road and River Edge Road, which is the current access to Lowery Island off Jerry St. Pe’ Highway (SR 617).  All other related items of work required to complete the project as shown and specified in the Contract Documents.
 
The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.
 
The contract time is 210 calendar days for the base bid.  If the add option is awarded, then the contract time will increase to 270 calendar days.
 
The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.
 
The City of Pascagoula, Jackson County, Mississippi hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
 
Plans, contract documents, special provisions, and proposal forms are on file and may be examined Monday through Friday between the hours of 8 am to 5 pm at Neel-Schaffer, Inc., 772 Howard Ave., Biloxi, Mississippi 39530
 
Each bid shall be accompanied by a Cashier’s check, Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the City of Pascagoula as bid security. Bidders shall also submit a current financial statement, if requested by the City of Pascagoula. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.
 
The proposal and contract documents in its entirety shall be in letter form and submitted in a sealed envelope marked plainly, LOWERY ISLAND ACCESS IMPROVEMENTS, PROJECT NUMBER SP-9401-00(003)LPA/108864-701000  and must be submitted prior to the time and date above designated. No stripped bids will be accepted.
 
Bid documents are being made available via digital copy through Central Bidding at www.centralbidding.com .  Interested bidders should log-in or register for an account to view and/or order Bid Documents.  All plan holders are required to have a valid email address for registration. The cost of bid documents is non-refundable and must be purchased through the website (digital only).  Bids may be submitted electronically or in hard copy form.  If anyone prefers to submit their bid electronically instead of in a sealed envelope, they can do so through the Central Bidding website.  Questions regarding website registration and online orders are directed to Central Bidding at (225) 810-4814. 
 
Work to be performed shall be in accordance with the “Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.
 
The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
 
Attorneys-in-fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file with each bond a certified and effective date of their power of attorney.
 
Bidders may not withdraw their bid within sixty (60) days after the date of the actual bid opening without the consent of the City of Pascagoula.
 
The City of Pascagoula reserves the right to reject any and all bids and to waive any informalities.

Additional Notes/Requirements
Notice to All Bidders/Plan Holders: The purpose of this addendum is to address the following: 1. In the plans, replace Sheet Number 5, Working Number Sheet TS-01, with the attached Sheet Number 5, Working Number Sheet TS-01. 2. In the contract documents, in the first paragraph of Section 901 – Advertisement, the date of receiving bids has changed. The City of Pascagoula will now receive bids no later than 2:00 p.m., July 1, 2022, at the Office of the City Clerk, City Hall, 603 Watts Avenue, Pascagoula, Mississippi 39567 at which time all bids so received will be publicly opened and read aloud in the City Council Chambers.
