REQUEST FOR PROPOSALS
The Harrison County Utility Authority (HCUA) invites written proposals from qualified firms interested in providing operation and maintenance services for the HCUA’s wastewater facilities.  The proposal will include the Wastewater treatment plants, pump stations, and sewer collection lines/ interceptors.  The selected contractor will also provide 811 call locate services, including administration and documentation, for all HCUA facilities.
The HCUA will contract with a firm experienced in the operation of wastewater facilities with at least (5) years’ experience in operating two (2) or more independent wastewater facilities, at least one (1) of which during such time had a capacity of not less than two (2) million gallons per day average daily flow and which facility was operated for a period of not less than twelve (12) consecutive months, or (ii) employ a consulting engineer or an engineering firm of corporation having a wide and favorable reputation for skill and experience in the operation and maintenance of wastewater treatment facilities, to provide operation and maintenance services for HCUA’s wastewater facilities, provided that the selected proposer shall not adversely affect the rating of any bonds of the authority by a nationally recognized rating agency.
All proposals must be submitted in accordance with the Request for Proposals.  Written proposals will be accepted until 10:00 A.M., July 24, 2019, at the HCUA's administrative office, located at 10271 Express Drive, Gulfport, MS 39503.
 
The Request for Proposals may be examined at the Harrison County Utility Authority office at 10271 Express Drive, Gulfport, Mississippi 39505. A pre-proposal meeting will be conducted at the HCUA administrative office on Monday, July 1, 2019 at 9:00 A.M.  All interested proposers are encouraged to attend.
Opportunities for site visits will be scheduled by the HCUA’s staff, beginning July 1, 2019.  The site visits will consist of wastewater treatment facilities only.  Any facilities not visited on July 1 will be visited on July 2 - 3, 2019, if required.  Transportation will be the responsibility of the proposers.
One electronic copy (CD/Thumb drive with the same format and content as the original hard copy) and ten (10) hard copies of submitted proposals will be required and must be submitted in a sealed package clearly marked as follows:

The HCUA reserves the right to negotiate with the proposal(s) deemed in the best interest of the HCUA. The HCUA further reserves the right to accept or reject any and all proposals and to waive any informalities deemed to be in the best interest of the authority.
