1. Goal and Purpose of RFP:  The district is requesting proposals/quotes for a supplemental foundational reading program that targets phonics and spelling skills for grades K-2.  This program should be aligned/correlated to the Mississippi College and Career Readiness Standards.

*provides explicit daily instruction in phonemic awareness, phonics, fluency, and spelling for grades K-2
 
*provides integration of phonics and spelling
 
*provides diagnostic, prescriptive, formative, and summative assessments
 
*provides instructional strategies and methodologies for students at the Tier I, II, and III instructional levels
 
*provides instruction with cues and diacritical markings
 
*provides support for English Language Learners
 
*provides opportunities for differentiation
 
*provides print materials of daily lessons through lesson plans
 
*provides student practice sheets
 
*provides decodable readers, fluency readers, and letter tiles for small-group instruction
 
*provides other printable materials and manipulatives for student practice/instruction
 
*provides posters and other materials for teacher instruction
 
*has been researched through an independent source and meets ESSA’s criteria to be determined effective at a moderate or strong evidence level. 
 
*consists of mainly print materials; digital enhancements are accepted but not requested
 
*provides an option for professional development for teachers
