INVITATION TO BIDDERS
Sealed bids will be received on Tuesday, January 7, 2025, by Utilities Inc. of Louisiana , at 1100 N. Causeway Blvd., Ste. 104, Mandeville, LA 70471, until 2:00 p.m. At exactly 2:00 p.m., all bids will be publicly opened and read in the conference room. Subsequent to the opening, the bid/bids will be evaluated by the appropriate party/parties and will be presented to the System’s Board for handling in accordance with the State Bid Law.
Sealed bids shall be either hand-delivered by the bidder or his agent in which instance the deliverer shall be handed a written receipt, or such bid shall be sent by registered or certified mail with a return receipt requested. Bids may also be delivered by a package or express delivery service or carrier. However, if this form of delivery is utilized, the form of delivery receipt utilized by said carrier or service shall be considered as a sufficient written receipt received by the bidder.
Bid documents will be posted on http://www.centralauctionhouse.com. To view these, download, and receive bid notices by e-mail, you will have to register with Central Auction House (CAH). Vendors/Contractors will have the option to submit their bids & bid bonds electronically or by paper copy. Bids received prior to the time of the scheduled bid opening will be securely kept unopened. No bid received after the scheduled time for opening will be considered. Bidders are cautioned to allow ample time for transmittal of bids by mail or otherwise. Bidders are urged to secure information relative to the probable time of arrival and distribution of mail at the place where the bids are to be opened. Failure of the U.S. Mail or of any express carrier or delivery service to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended.

Work on which proposals are invited consists of the following:
Replacement of four (4) existing well pumps
Installation of 6” waterline, 4” waterline and 2” waterline as required for distribution from well sites to storage area and an interconnect for the two systems.
Installation of Sodium Hypochlorite Injection skid
Installation of Greensand Filter system
Installation of Ground Storage Tank
Installation of Booster Pump package
Installation of Generators at two well sites and a generator at the booster pump
Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the bidding documents. Bid sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit their Louisiana Contractor’s License Number as evidence that they hold a license of the proper classification that is in full force and effect. Unlicensed contractors must note on the bid envelope that their bid is being submitted under R.S. 37:2157, Paragraph (A)(6) of the Louisiana Contractor’s Law.
Specifications and proposal forms are on file in the office of High Tide Consultants, LLC, 700 Canal Blvd., Thibodaux, Louisiana 70301, and a single copy may be obtained by each prospective bidder upon the payment of $100.00 per set (non-refundable) to cover the cost of printing. Please contact B. Shane Guin, PE, Principal-in-Charge, for any clarification or information with regard to the plans and specifications.
All questions or clarifications shall be submitted in writing to B. Shane Guin, PE, Principal-in-Charge, no more than 5 days before the bid opening date. Addenda will be submitted to all prospective bidders a minimum of 72 hours before the bid opening date. All issued addenda will be considered part of the contract documents.
If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:22:12(A) (1) (C) or LA R.S. 38:2212(0).
All proposals must be accompanied by a Certified Check, Cashier's Check or Bid Bond in the amount of five (5%) percent of the proposal in accordance with the Instruction to Bidders. Failure to do so will result in the bid/bids being declared non-responsive and shall be cause for rejection.
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents and State Bid Law.In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, signed and be responsive in all respects to the Bidding Documents and State Bid Law; (b) be made on the Bid Forms provided and submitted intact.No bidder may withdraw his bid within forty-five (45) days after the bid opening date.
This project is funded with funds from the Office of Community Development’s Water Sector Program. All bidders shall meet all requirements of this program including approval of the contractor from OCD-LGA. Utilities Inc. of Louisiana, reserves the right to reject any and all bids in accordance with State Bid Law. This project is not tax-exempt.
