The City of Thibodaux, Lafourche Parish, Louisiana, will receive ELECTRONIC BIDS for the Canal Street/Candy Lane Water Tower Painting project.  All bids will be received electronically by the City of Thibodaux until 10:00 A.M. local time, on Tuesday, April 29, 2025, at which time bids will be retrieved from the Central Auction House (CAH) website and read aloud at City Hall, Council Chambers, 2nd Floor, 310 West 2nd Street, Thibodaux, LA 70301.  Only electronic bids submitted on www.centralbidding.com will be accepted.
 
Bid documents are posted on www.centralbidding.com.    To view these, download, receive bid notices by e-mail, and submit the bid you must register with Central Auction House (CAH).  Vendors/Contractors must submit their bids electronically.  For information about the electronic submittal process, contact Central Auction House at 1-833-412-5717.
 
A mandatory Pre-Bid Conference will be held at 10:00 A.M. local time on Wednesday, April 9, 2025 at the Canal Street Water Tower, then move to the Candy Lane Water Tower.   The pre-bid conference will be conducted to discuss the Plans, Specifications, and project requirements.
 
The Contract Documents (Plans, Information for Bidders, Bid Form, Specifications and other pertinent documents) may be examined at the following location:

To qualify to bid, each bidder shall be a properly licensed Contractor in accordance with La. R.S. 37:2150 – 2163 for the classification of MUNICIPAL AND PUBLIC WORKS CONSTRUCTION or PAINTING, COATING AND BLASTING.
 
The Owner reserves the right to reject any and all bids in accordance with Title 38 of the Louisiana Revised Statutes.
 
Each bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.  Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
 
A bidder may withdraw their bid within forty-eight (48) hours of the bid opening, excluding Saturdays, Sundays and legal holidays as governed by La. R.S. 38:2214 (C).
 
Any questions or clarifications shall be submitted to the Project Engineer, Daniel T. Foglesong, in writing a minimum of five (5) days prior to the bid opening date.  Addenda will be issued to all prospective bidders a minimum of 48 hours prior to the bid opening date.  Only information provided within written addenda issued by the Project Engineer shall be considered binding.
 
Any person with disabilities requiring special accommodations must contact Thibodaux Council Administrators Office no later than seven (7) days prior to the bid opening.

The drain valve is not leaking. There is a leak under the tower floor that needs to be repaired. Contractor to dig around the drain line under the tower and identify and repair the leak.

The plans state that all bids must be submitted on Central Auction House and then in another section of the plans it states the instructions on how the envelope for the bid package should be prepared.

1. In the specifications, Article 5.06-A-2, it states the owner will carry the builders risk insurance. Is that correct?
2. What are the liquidated damages for this project?
3. For pits requiring welding, how many or how much square footage, should we base the bid on?
4. Is it possible to get the bid date extended to the first full week in May due to the holidays and many people out on vacations?

1. In the specifications, Article 5.06-A-2, it states the owner will carry the builders risk insurance. Is that correct? Per General Conditions of the Construction Contract, the Owner shall carry purchase and maintain
property insurance upon the Work at the Site. The policy will be written on "A Builders Risk policy".
2. What are the liquidated damages for this project, if any? Reference Form Of Agreement Between Owner and Contractor For Construction Contract (Stipulated Price), Article 4, 4.03 Liquidated Damages for

4. Is it possible to get the bid date extended to the first full week in May? A lot of people are out on vacation due to the kids being out of school next week and it's harder to get quotes on some items. No, Owner wants
this project to proceed per the current bid schedule

Liquidated Damages for", Original or Revised Specifications does not include Section 00 52 00 Agreement Form. Can you please post that section?
