Project Description:

The Project consists of the repairing St. Eloi Church that was severely damaged by the winds, windblown debris, and water infiltrations during Hurricane Ida. Repairs include:

Rebuilding both brick gable walls.
Replacing half of the standing seam roof.
Replacing the entire low slope modified bitumen roofing and associated flashing.
Repairing/replacing damaged interior finishes as indicated on the repair plans.
Replace HVAC system as indicated on the repair plans.
Electrical repairs as indicated on the repair plans.

Construction Contract: Bids will be received for the following Work:

General Contract (all trades): For all labor, materials and equipment required to fully complete the Project entitled.
HURRICANE IDA REPAIRS TO ST. ELOI FOR THE DIOCESE OF HOUMA-THIBODAUX COMMUNITY CHURCH RENOVATIONS 1335 BAYOU DULARGE ROAD THERIOT, LOUISIANA 70397 in accordance with the Contract Documents.

BID SUBMITTAL AND OPENING: 

Owner will receive sealed lump sum Bids until the Bid time and date at the location given below. Owner will consider Bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

Bid Date:  Tuesday November 12, 2024.
Bid Time:  2:00 p.m., local time.
Location:  At the offices of:  Diocese of Houma-Thibodaux2779 Highway 311, Schriever, Louisiana 70395
Bids will be thereafter publicly opened and read aloud.

   BID SECURITY

Each Bid must be accompanied by a certified check, cashier’s check, or Bid Bond using the Owner’s form payable to Owner in, the amount of which shall be 5 percent of the amount of the proposed Base Bid plus all Alternates.  Money Orders will not be accepted:

   PERFORMANCE AND PAYMENT BOND

The successful Bidder shall be required to furnish a Performance and Payment Bond in an amount equal to 100 percent of the Contract amount in accordance with the requirements of the Instructions to Bidders:

   PREBID MEETING:

A non-mandatory Pre-Bid Conference for all Bidders will be held at St. Eloi Church, 1335 Bayou Dularge Road, Theriot, LA 70397 on Wednesday October 30,2024 at 1:00 p.m., local time. Prospective prime Bidders are requested to attend.

Bidders' Questions: Architect will provide responses at Pre-Bid Conference to Bidders' questions received up to and during conference.

DOCUMENTS

Complete Bid Documents for this Project are available in electronic form only.  All Bidders, Sub-Bidders and Vendors are required to register with a working email address in order to access and download the Construction Documents.  Printed copies are not available from the Designer, but arrangements can be made to obtain them through most reprographic firms.  Plan holders are responsible for their own reproduction costs. 

TIME OF COMPLETION AND LIQUIDATED DAMAGES Delete if no LDs

Successful Bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within One Hundred Eighty days (180) consecutive calendar days of the date specified in the Notice to Proceed, subject to such extensions as may be granted under Paragraph 8.3 Delays and Extensions of Time, in the General Conditions. 
If Substantial Completion is achieved after expiration of the Contract date plus any approved extensions, reimbursement to the Owner for Liquidated Damages in the amount of five-hundred dollars ($500.00) per consecutive calendar day shall be assessed.

   BIDDER'S QUALIFICATIONS

Bids shall be accepted only from Contractors who are licensed by the Louisiana State Licensing Board for Contractors for the classification of Building Construction.  No Bid may be withdrawn for a period of forty-five (45) days after receipt of Bids, except under the provisions of La. R.S. 38:2214.

GENERAL

The Owner reserves the right to reject any and all Bids for just cause.
The Proposal must be plainly marked in accordance with the Instructions to Bidders.
