Notice is hereby given that sealed bids will be received by the Town of Byhalia at the Town Hall, 225 Highway 309, Byhalia, MS 38611 until 1:00  P.M. local time,  September 26, 2022 and shortly thereafter publicly opened and read aloud for:
BYHALIA/TRUNKLINE METER AND REGULATOR STATION
1151 WINGO ROAD
THE TOWN OF BYHALIA
MARSHALL COUNTY, MISSISSIPPI
           The work consists of consist of, but not be limited to, the installation of a High Pressure (maximum allowable operating pressure of 900 psig) 6" Nom. O.D. steel API 5L Grade B, Schedule 80 gas meter yard pipe, installation of a regulator station furnished by The Town of Byhalia and all inlet and outlet piping to tie into existing 6" Nom. O.D. Schedule 40, API 5L Grade B gas pipe, one 1,000 MCFH meter skid, one 1.25 MMBTUH natural gas heater, one YZ 7300 skid mounted odorizer with 1,000 gallon tank supply, electronic gas measurement building, cathodic protection and all associated appurtenances. Contractor shall provide and install the Wingo Road Distribution Regulator Station (550/60 psig) that operates with a 550 psig inlet and a 60 psig outlet. Byhalia shall provide the regulator station (900/550 psig), the 1,000 MCFH meter skid, 1.25 MMBTUH natural gas heater, skid mounted odorizer with 1,000 gallon tank and electronic gas measurement building. The Contractor will not be required to provide this equipment and the work will be hauling, loading, unloading and installation of this equipment including all inlet and outlet piping.
 
Contract time is 180 Calendar Days. Contractor shall commence work on or before a date to be stipulated in the Notice to Proceed.
 
Bid preparation will be in accordance with Section 00200 – Instructions to Bidders bound in the Project Manual.   Project Manual may be examined at Elliott & Britt Engineering, P.A., 823 North Lamar Blvd./P.O. Box 308, Oxford, Mississippi 38655.
 
Bid documents are being made available at Elliott & Britt Engineering, P.A.  All plan-holders are required to have a valid email address.  Bid documents are non-refundable and may be purchased  through Elliott & Britt Engineering, P.A. 
 
Copies of the Contract Documents may be obtained by depositing $135.00 with Elliott & Britt Engineering, P.O. Box 308, Oxford, Mississippi 38655, telephone (662) 234-1763 for each set of documents so obtained. This deposit is nonrefundable. 
Bidders may also contact www.centralbidding.com to purchase copies of the Contract Documents.  All plan-holders are required to have a valid email address.  Official bid documents can be downloaded at www.centralbidding.com.  Electronic bids may be submitted at www.centralbidding.com.  For any questions relating to the electronic bidding process, please call Central Bidding at 225-810-4814. 
 
The contract will be awarded to the lowest and/or best bid from a responsive responsible and qualified Bidder.  Should no award be made within forty-five (45) calendar days after opening of proposals, all proposals may be rejected and all proposal guaranties returned, unless the lowest responsive responsible qualified bidder at the request of the Town of Byhalia agrees in writing to a longer delay.
 
Bid bond, signed or countersigned by a Licensed Mississippi Agent, or Mississippi Non-Resident Agent licensed to do business in the State of Mississippi, with Power of Attorney attached, or Cashier’s check or Certified check for five percent (5%) of the total bid, payable to the Town of Byhalia, must accompany each proposal.
 
Bidders are hereby notified that any proposal accompanies by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid, and such proposals may not be considered in making the award.  The Town of Byhalia reserves the right to waive any irregularities and to reject any and all bids if considered not in the best interest of the Town of Byhalia.
