Sealed bids provided on the “Louisiana Uniform Public Work Bid Form Documents” will be received by the Vermilion Parish School Board at 220 S. Jefferson Street, Abbeville, Louisiana 70510, Attention Lori Domingue, Purchasing Agent, or online at www.centralbidding.com until 2:00 P.M. Monday, April 9, 2018. Bids will, shortly thereafter, be opened and read aloud at Vermilion Parish School Board Curriculum Center Annex in the Board Meeting Room Located at 216 South Jefferson Street in Abbeville, Louisiana 70510.  Bids received after the above specified time for opening shall not be considered and shall be returned unopened to the sender.

In accordance with Louisiana RS 38:2212. Vendors may submit their bid electronically at www.centralbidding.com.  Plans and specifications are available at the web site.  The web site is available 24 hours a day, seven days a week.  Contractors submitting bids electronically are required to provide the same documents as contractors submitting through the mail or hand delivery. Regardless of the bid results, the vendor will have 48 hours from opening of the bids to provide the Vermilion Parish School Board the original documents.  If a certified check, or cashier’s check, is submitted as the bid security, electronic copies of both the front and back of the check shall be included with the electronic bid.  If a vendor fails to provide the original hard copies of these documents within 48 hours of the bid opening, their bid shall be considered non-responsive.
 
This project consists of the replacement of one (1) existing air handling unit with new and associated valve packages and temperature controls. Physical work at site will be limited to summer time when students are out on break.
 
Completion Time:  The bidder hereby agrees to commence work under this contract upon receipt of Notice to Proceed letter from the owner and to complete the work by this date, August 1, 2018.
 
A Corporate Resolution & Bid Bond must accompany each bid in accordance with the Instructions to Bidders.
 
A MANDATORY Pre-Bid Conference will be held at Kaplan High School at 9:00 A.M. Wednesday, March 21, 2018.  All prospective bidders shall be advised that attendance at the pre-bid conference is MANDATORY.  Bids will be received and opened only from bidders who attended the mandatory pre-bid conference. 
 
The contractor shall obtain, maintain during the life of the project, and provide to the owner copies of the following bonds and policies which shall be obtained from surety companies, which appear on the U.S. Department of the Treasury’s Circular 570, licensed to do business in the state of Louisiana, in the amounts and for the purposes stated and subject to the owner’s approval:
 
1.  BID BOND:  A “Bid Guarantee” equivalent to 5% of the bid price consisting of a firm commitment, such as a bid bond, certified check, cashier’s check, money order or other negotiable instrument, shall accompany each bid as assurance that the bidder will, upon acceptance of his bid, execute such contractual documents as may be required and within the time specified.
 
2.  PERFORMANCE BOND:  A performance bond of not less than 100% of the contract price shall be executed to assure the contractor’s faithful performance of the contract.
 
3.  PAYMENT BOND:  A payment bond of not less than 100% of the contract price shall be executed to assure payment as required by law of all persons supplying labor and material in the performance of the work provided by the contract.

Printed copies are not available from the Engineer but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of MECHANICAL.  Bidder is required to comply with provisions and requirements of LA R.S. 38:2212 (A)(1)(c).  No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.  The Owner reserves the right to reject any and all bids for just cause.  In accordance with LA. R.S. 38:2212 (A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
