NOTICE TO BIDDERS
Lafayette Airport Commission will receive proposals for Runway 11-29 Overlay Project at the Lafayette Regional Airport, 222 Jet Ranger X Drive, Lafayette, LA 70508, until Monday, June 6, 2016 @ 10:30 a.m. CST, at which time and place all proposals received will be publicly opened and read aloud. Bids received after the stated time will not be accepted.
The Base Bid work generally consists of milling, crack sealing, asphalt overlay of approximately 11,300 tons of runway pavement, and grooving pavement. Base Bide Contract time shall be 45 consecutive calendar days. The Additive Alternate work generally consists of runway pavement marking. Additive Alternate Contract time shall be 5 consecutive calendar days.
Bid security in the form of a bid bond equal to 5% of the total bid is required. Contract security in the form of 100% Performance and Payment Bonds will be required.
No bid may be withdrawn after closing time for the receipt of proposals for a period of Sixty (60) calendar days.
A Pre-Bid Conference will be held in the Lafayette Regional Airport Conference Room on Monday, May 23, 2016 @ 10:00 a.m. CST. Questions relating to the Contract and Contract Documents will be answered at that time. Attendance by prospective Contractors is strongly recommended.

Bidding and Contract Documents may be purchased from the Engineer, Michael Baker International, 2600 Citiplace Drive, Suite 450, Baton Rouge, Louisiana 70808; Phone: (225) 706-0744 upon prior payment of a non-refundable plans and specs production fee of One Hundred dollars ($100.00) per set. An additional Forty Five dollars ($45.00) will be charged for FedEx overnight delivery, if mailing is required. This payment is non-refundable.

Minimum wage rates for the construction of the proposed work have been established by the Secretary of Labor and a schedule of labor classifications and wage rates to be paid are included in the FEDERAL CONTRACT PROVISIONS and will be part of the Contract.
The Lafayette Airport Commission in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any Contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Women will be afforded equal opportunity in all areas of employment.
The proposed Contract is subject to the equal opportunity clauses contained in the specifications that will be furnished to prospective bidders or will be available for examination at the office of the Executive Director.
Contractors submitting bids shall be licensed under LA License R.S. 37:2150-2164, Classification II – Highway, Street and Bridge Construction, Classification III, Heavy Construction, or Classification IV, Municipal and Public Works Construction. Other license classifications may, at the option of the Lafayette Airport Commission, be considered based on a review of the Contractor’s past experience. The Bidder shall show his license number on the bid and on the sealed envelope submitting the bid. Each bid shall be submitted only on the Louisiana Uniform Public Work Bid Form furnished with the Contract documents.
Bidders shall be required to submit an Attestation Clause Form, as required by LA. R.S. 38:2227 (Past Criminal Convictions of Bidders) in a separate envelope at the time of bidding. Instructions for submitting this form are included.
The successful bidder shall be required to complete the Employee Verification Affidavit and submit to the airport staff prior to execution of the contract.
Attention of Bidders is particularly called to the requirements as to the Disadvantaged Business Enterprise (DBE) Program for the Lafayette Airport Commission. The DBE participation goal for the project is 7.31%. The Bidder must submit information on the DBE participation proposed if awarded the contract. Bidders not meeting the Commission’s goal for DBE participation shall be required to submit documentation, prior to the award of the contract, on efforts to solicit DBE participation on the forms provided in the contract document. Copies of the Commission’s DBE program are available at the Airport office.
