INVITATION TO BIDDERS
 
 
Sealed bids will be received by Ascension Parish Purchasing Department, 615 E. Worthey, Gonzales, Louisiana 70737 (mailing address P.O. Box 2392, Gonzales, Louisiana 70707-2392) on Thursday, November 18, 2021 until 2:00 PM and then at said office publicly opened and read aloud for construction of the project described as follows:
 
Manchac Acres at Muddy Creek Bridge Replacement

STATEMENT OF WORK:

This project will include removal of existing timber bridge including wingwalls, wood pilings. guardrails, concrete deck and installation of three (3) 10’ x 10’ x 48’ reinforced concrete box culverts, grading, drainage and 610 limestone base course.
 
All Bids must be in accordance with the Contract Documents on file at the Ascension Parish Purchasing Department, 615 E. Worthey, Gonzales, Louisiana 70737.
 
Copies of Specifications, Bid Documents, Contract Documents and Construction Drawings for use in preparing Bids may be obtained from the office of McKim and Creed, Inc.1022 S. Purpera Avenue, Gonzales, LA 70737 (225) 644-5523 upon payment of One Hundred fifty and 00/100 Dollars ($150.00) per set. Documents can be mailed to bidders for additional $5.00 per set. Deposits on the first set of Documents furnished to bona fide Prime Bidders, fully licensed by the Louisiana State Licensing Board of Contractors will be fully refunded upon return of the documents in original condition and no later than ten (10) days after receipt of Bids. On other sets of documents furnished to said Prime Bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents in original condition and no later than (10) days after receipt of bids. No refund will be made to non-bidders or sub-bidders. Bid documents may also be obtained from www.centralauctionhouse.com .
 
Where bids are to be received on forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives. In no event shall any documents for bidding be issued later than seventy-two (72) hours prior to the hour and date set for receiving bids.
 
 
Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor's state license number and the name of the project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the Ascension Parish Purchasing Department, 615 E. Worthey, Gonzales, Louisiana (P.O. Box 2392, Gonzales, Louisiana 70707), mailed certified mail and must be received no later than the bid opening.
 
Contractors desiring to bid shall submit to the Engineer, with their request for Contract Documents, contract documents deposit and evidence that they hold State License for Municipal and Public Works Construction and Highway Street and Bridge Construction and in full force and effect.
 
Bid security in the amount of five percent (5%) of the Total Bid must accompany each Bid, and shall be made payable to the Owner.
 
Each Bidder must deposit with his/her bid, security in the amount, for and subject to the conditions provided in the information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
 
The Owner reserves the right to waive any informalities or to reject any or all bids.
 
No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.
 

All questions regarding this project and the bid package shall be submitted to the Purchasing Department via [email protected] by 10:00 am on Thursday, November 4, 2021. Responses will be coordinated with the Project Engineer and posted on the www.centralauctionhouse.com  web site by 5:00 PM on Tuesday, November 9, 2021.

A mandatory pre-bid meeting will be held on Tuesday, November 2, 2021 at 1:00 p.m. the Ascension Parish Department of Public Works (DPW), 42077 Churchpoint Road, Gonzales, Louisiana 70737. Due to the Covid-19 pandemic, Ascension Parish requests that companies attending the re-Bid conference minimize the number of attendees, and the use of mask are required. Attendees will be asked to social distance and adhere to all CDC requirements.
 
 In addition to paper bids, electronic bids and electronic bid bonds for the followings project will be downloaded by the Ascension Parish Purchasing Department. Electronic bids and electronic bid bonds must be submitted through www.centralauctionhouse.com prior to the electronic bidding deadline. Beginning at 2:00 PM (CST) on Thursday November 18, 2021 all bids will be downloaded.  No bids are accepted after 2:00 PM
 
RS 38:2218.  Evidence of good faith; countersigning
A.                    The public entity advertising for bids for work shall require the   bidders to attach a certified check, cashier's check, or bid bond for not more than five percent of the contract price of work to be done, as an evidence of good faith of the bidder.
