RELOCATION OF HOMES IN PECAN ACRES SUBDIVISION
INTRODUCTION
The Pointe Coupee Parish Police Jury has been approved for proposed funding from the United States Department of Housing and Urban Development (HUD) and Louisiana Office of Community Development (OCD) in Pointe Coupee Parish for homeowners in Pecan Acres Subdivision at New Roads. As a result of catastrophic flooding in August 2016, a number of Louisiana parishes suffered substantial flood damages and were Presidentially declared a disaster area, which included Pecan Acres Subdivision. The Police Jury is accepting Statements of Qualifications from interested persons, firms or professional organizations to perform engineering services.
The highest rated qualified firm will be selected and a clearly defined scope of services and fee will be negotiated. All responses received will be evaluated in accordance with the selection criteria and corresponding point system which is identified in this packet, which also identifies the scope of services to be performed by the selected persons, firms or professional organizations to perform engineering services.
Pertinent qualification information desired will at a minimum consist of:
A. Experience of the firm with this type of project;
B. Experience of the firm with this particular type of HUD OCD projects or similar projects;
C. Capacity of the firm/individual to perform the work;
D. Past performance on contract with local government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and
The Pointe Coupee Parish Police Jury will award the contract to the respondent obtaining the highest total score in the evaluation process.
PART ONE: ENGINEERING SERVICES REQUIRED
Selected persons, firms or professional organizations to perform engineering services to provide engineering documents necessary to relocate the specified residences located in Pecan Acres Subdivision in Pointe Coupee Parish.
The agreement will be on a lump sum, fixed price basis (or cost reimbursement "not to exceed" basis), with payment terms to be negotiated with the selected offeror. Local funds, if obligated, will be used to pay for costs, if any, incurred prior to grant award and receipt of an “Authorization to Incur Costs” letter. Federal funds will only be used to reimburse for those services which are performed after the Parish has received a grant award and an “Authorization to Incur Costs” letter from the OCD. Neither OCD nor the local governing body will be liable for any other expenditures under the contract. The maximum amount of pre-agreement and program implementation engineering fees that can be paid for implementation with HUD funds will be determined by the State and may require adjustments in the proposed contract amount. A brief description of services to be provided will include, but not be limited to and are subject to being modified during this project:
Full engineering duties, including design of residential subdivision to use for relocation purposes, including all infrastructure (street, utility and drainage improvements) required. Prepare construction plans and specifications, bid process and construction administration and observation as needed.
PART TWO: SUBMITTALS
In order to be considered, Statement of Qualifications must be received by the Police Jury prior to 2:00 p.m. on Monday, October 9, 2017. Two (2) copies of the Statement of Qualifications should be submitted to the Pointe Coupee Parish Police Jury, 160 East Main Street – Courthouse Annex Building, (P. O. Box 290), New Roads, Louisiana 70760. The Police Jury reserves the right to reject any or all Statements of Qualifications. All Statement of Qualifications must be submitted in a sealed envelope marked on the outside “RFQ FOR ENGINEERING SERVICES HUD AND OFFICE OF COMMUNITY DEVELOPMENT RELOCATION OF HOMES IN PECAN ACRES SUBDIVISION.”

Responses should include:
The firm’s legal name, address and telephone number;
a description of specialized experience or technical expertise of the firm and its personnel with the type of services to be provided and the complexity of the project;
a description of the experience of the firm and its personnel with types of HUD OCD projects;
a description of the capacity of the firm to perform the work within the time limitations, taking into consideration the current and planned workload of the firm; and
a description of past performance with local government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.

PART THREE: SELECTION CRITERIA
Respondents will be evaluated according to the following selection criteria and corresponding point system. The submittal will be evaluated on the basis of the written materials submitted. Sufficient information must be included in the submittal to ensure that the correct numbers of points are assigned. Incomplete or incorrect information may result in a lower score.
1. Experience of the firm with this particular type of HUD OCD project or similar projects:
No previous experience 0 to 5 pts.
Little experience 5 to 10 pts.
Moderate experience 10 to 15 pts.
Extensive experience 15 to 20 pts.
2. Capacity of the persons, firms, or professional organization to perform the work (include resumes and pertinent experience):
No previous experience 0 to 5 pts.
Little experience 5 to 10 pts.
Moderate experience 10 to 15 pts.
Extensive experience 15 to 20 pts.
3. Proximity of Firm to Local Governing Body:
More than 90 miles away from project 5 to 10 pts.
Between 51 miles and 90 miles away 10 to 15 pts.
Less than 50 miles away 15 to 20 pts.
4. Past performance on contracts with local government
Previous Experience 0 to 5 pts.
Unsatisfactory 5 to 10 pts.
Satisfactory 10 to 15 pts.
Very Satisfactory 15 to 20 pts.
5. Understanding of the proposed project:
No knowledge or understanding 0 to 5 pts.
