ADVERTISEMENT FOR BIDS
Sealed bids for W. PLEASANT GROVE RD. – NORTH 28TH PLACE (ROGERS) (S), to be constructed for the City of Rogers will be received at the City of Rogers Clerk’s Office, addressed to 301 W Chestnut, Rogers, AR 72756, until 10:00 a.m. on Tuesday, February 27, 2024, at which time the bids shall be publicly opened and read aloud in the City of Rogers Community Room. The envelope containing the bid should be marked “Bid for W. PLEASANT GROVE RD. – NORTH 28TH PLACE (ROGERS) (S)”.
A mandatory Pre-Bid Conference will be held at 10:00 a.m. local time on Tuesday, February 20, 2024, at the City of Rogers Community Room. Each bidder shall be limited to three personnel per organization.
The project consists of roadway improvements of S. 28th Place between W. Pleasant Grove Rd. to The Greens at Blossom Way.This will include, but not be limited to: 8568 LF of curb and gutter with 34’-0” wide pavement; demolition as required; asphalt removal; full depth removal and roadway widening; installation of storm sewer, underground drainage pipes and structures; undercut; structural subgrade fill placement; base course; hot mixed asphaltic concrete binder and surface courses; permanent pavement markings and sidewalks.
Bids will be received for a single prime contract. Bids shall be on a unit price basis as indicated in the Bid Form. The Contractor shall enter unit prices in the bid form provided. Failure to do so may render the bid unresponsive.
All bids must be in accordance with the Contract Documents prepared and issued by CEI Engineering Associates, Inc. located at 2600 NE 11th St, Bentonville, AR. Addendums to the bid package will be issued through the Central Bidding online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from Central Bidding in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt.
The City of Rogers hereby notifies all bidders that this contract is subject to applicable labor laws, non- discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. ‘Buy America’ provisions apply to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution.
Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. Bids shall be accompanied by a certified check, bank money order, or a Bid Bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions, in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to the City of Rogers.
The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Bids must remain in effect for 120 days after the bid opening date. Within 120 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
The City of Rogers reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the City of Rogers, and to reject nonconforming, nonresponsive, or conditional bids.
