INSTRUCTIONS TO BIDDERS
East Carroll Parish Schools (ECPS) will accept sealed bids at its Central Office Complex 514 3rd Street, Lake Providence, LA 71254 or on-line at www.centralbidding.com for Custodial Supplies up until the above stated time.
Subject to the provisions of Louisiana Revised Statute 38:2214, ECPS reserves the right to reject any and all bids for just cause. Furthermore, the school board reserves the right to waive all formalities, except submission deadline. ECPS reserves the right to select a higher priced item where, in the judgment of the school board, such item is of superior quality or designs or would be more suitable for the purpose intended.
Bids are to be submitted on the bid form furnished by ECPS. All bids must be firm prices, free of any escalator clauses.
Bids not submitted on-line shall be sealed and mailed Special Delivery, Certified, Return Receipt, to the ECPS Office, (NO HAND DELIVERED BIDS) UPS, DHL and Federal Express are acceptable means of delivery. Any bid mailed that is not certified shall be returned to vendor unopened. Please indicate, “Janitorial Supplies Bid 2018-2019” on your bid envelope.
All bids arriving after the above stated date and hour will be returned to the bidders unopened, as well as bids that are not mailed Certified — Return Receipt. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least thirty (30) days.
All prices shall include delivery to the ECPS Warehouse, 514 3rd Street, Lake Providence, LA 71254. The East Carroll Parish School District is a tax exempt agency, so taxes shall not be include. Act 1029 of 1991 exempts the System and the schools from any Sales and Use Taxes.
Preference is hereby given to materials, supplies, and provisions, produced, manufactured or grown in Louisiana, quality being equal to articles offered by competitors outside the state.
GENERAL CONDITIONS
Submittal of bid constitutes a complete understanding of all requirements and compliance.
THE BID SHOULD BE COMPLETES AND SIGNED. Price quotes per item should be based upon the Unit of Measure indicated on the bid form (each, per gallon, per container, per pair, etc.)
Contract prices will be guaranteed for one (1) year, in the event additional purchases are needed. The contract period is July 1, 2018 through June 30. 2019.
Bid awards will initially be made based on the lowest price per item that meets ECPS’s specifications.
Where ECPS has determined the contract to be in default, ECPS reserves the right to purchase any or all products or services covered by the contract from the next bidder that meets ECPS’s specifications.
.Material Safety Data booklets containing a MSDS for each item specified must be submitted for distribution along with the arrival of the initial order.
Failure on the part of the bidder to comply with any and all requirements and conditions of these specifications may result in rejection of the bid.
The intent of these specifications is to obtain the best quality products available. No exceptions or deviations from the requirements will be considered unless specifically stated by the bidder as an exception, with a statement defining the exception(s) and the reason(s) why these exceptions will not prevent the product from performing satisfactorily.
If no exceptions or deviations are shown, the bidder agrees to furnish materials exactly as specified herein. The burden of proof of compliance with these specifications will be the responsibility of the vendor. ECPS reserves the right to reject any claims for exception or deviations of these specifications.
CHANGES TO BID AFTER BID OPENING BUT PRIOR TO BID AWARD: After bids are opened, bids may not be changed except to correct obvious errors or clerical mistakes. Verification of the correct bid intended shall be submitted by the bidder, in writing, to the Purchasing Department prior to the final award by the Board.
WITHDRAWEL AFTER BID OPENING BUT PRIOR TO BID AWARD: After bids are opened, a bidder may request that his bid be withdrawn for good cause. Such request must be submitted in writing to the Purchasing Department prior to the final award by the Board.
SHIPMENT REQUIREMENTS
Shipments must be received in an orderly, stacked fashion on pallets to allow easy access for unloading (if applicable).
Quantities are to be determined by the ECPS Purchasing Department.
The successful vendors will ship to the ECPS Warehouse. The school board will be responsible for delivering materials to the schools.
Individual containers must be labeled showing the name of the manufacturer, brand name, and name of product, quantity of contents and complete directions for use.
Labels and labeling shall conform to all federal regulatory requirements for goods in interstate commerce and containers shall meet DOT requirements.
