CRANE 7 HOIST/GANTRY MOTOR AND DRIVES UPGRADE
Notice is hereby given that the Board of Commissioners of the Port of New Orleans (“Board”) is requesting the submittal of proposals from providers of specialized crane services and equipment for Crane 7 Hoist/Gantry Motor and Drive Upgrade until
10:00 am Monday, November 18, 2024. The project involves designing, supplying, and installing a new hoist/gantry drive system and associated equipment for a ship-to-shore container handling crane at the Nashville-Napoleon Terminal Complex in New Orleans, Louisiana.

MANDATORY PRE-BID CONFERENCE will be held
Wednesday, October 30, 2024 at 10:00 a.m. at 4951 Terminal Drive, New Orleans, LA 70115. Respondents planning to submit proposals are REQUIRED to attend. Attendance via video conference will be accommodated upon request. The pre-bid conference will include an optional site visit to Crane 7. A Transportation Worker Identification Credential (TWIC) is a required for access to the site. TWIC escort may be provided by the Board, subject to availability, for the pre-bid meeting purposes only. Respondents needing TWIC escort shall send inquiry via email to

All questions, correspondence, inquiries, and other communications regarding this procurement shall be directed to Board of Commissioners of the Port of New Orleans, Procurement Department, 1350 Port of New Orleans Place, New Orleans, LA 70130 or [email protected] no later than 5:00 p.m. (CST) on Wednesday, November 13, 2024. All questions will be answered via addenda and will provided to all potential Respondents who are listed with the Board as having received the RFP and to anyone who requests an addendum.
SUBMISSION INSTRUCTIONS:Proposals, required forms, and additional/optional information
must be submitted electronically via www.centralbidding.com no later than 10:00 a.m. (CST) on Monday, November 18, 2024. The Board will not accept proposals after this deadline or allow any Respondent to change or submit additional information after the deadline. Any Respondent failing to submit any required information will be considered non-responsive. For any questions relating to the electronic bidding process, contact Central Bidding at (225) 810-4814. The Board shall not be responsible if a proposer cannot complete or submit an electronic bid. The Board reserves the right in its discretion and in the Board’s interests to accept proposals that are in substantial compliance with the requirements of this RFP. Respondents are permitted to submit more than one proposal with variations in technical contents. See Appendix “A” for proposal alternates which will be given consideration by the Board.
DISADVANTAGED BUSINESS ENTERPRISE/SMALL BUSINESS ENTERPRISE “DBE/SBE”) PARTICIPATION:
The Board strongly encourages the acquisition of goods and services from and direct participation of eligible business entities (“EBEs”) as defined in the Board’s Small Business Opportunity Program. The Program is a race- and gender-neutral program intended to provide additional contracting and p r o c u r e m e n t opportunities for certified eligible businesses by encouraging contractors who receive state contracts to use good-faith efforts to utilize such certified entities in the performance of those contracts.
The Board desires to achieve, to the greatest extent possible, commercially meaningful and useful participation by EBEs. By providing equitable opportunities for EBEs, The Board derives multiple benefits, including contributing to the economic vitality of our communities and ensuring a broader selection of competitively priced goods and services
Bidders should present a responsible plan that provides for participation of qualified EBEs. Bidders should clearly state EBE participation goals and their plan for implementation of the same in their bid. Bidders should also include information relative to the participation levels Bidder has managed on other prior projects.
Participation shall be counted toward meeting the contract goals only by business entities certified designated in the Program. The direct participation goal can be achieved through direct ownership, joint venture participation, owner/operator agreements, or sublease agreements for operations. Participation shall include work opportunities in planning, development, construction, and operation of the Project.
The Board accepts the following certifications: (1) the SLDBE program run by the City of New Orleans, (2) the state of Louisiana’s Department of Economic Development’s SBE Hudson Initiative program, (3) The Louisiana Unified certification Program, or (4) the Federal Small business Enterprise Program. Bids shall include evidence of a current certification.
