ADVERTISEMENT FOR BIDS
NOTICE is hereby given that the City of Ridgeland, Mississippi will receive written sealed or electronic bids until the hour of 10:00 AM (CT) on July 30, 2024 at City Clerk Office, 100 W School St, Ridgeland, MS 39157, for the furnishing of all labor and materials and for the construction of that certain project designated as PURPLE CREEK DRAINAGE BASIN IMPROVEMENTS. All bids will be publicly opened and read aloud at 10:00 AM (CT) on July 30, 2024 in the City Clerk’s Office at 100 W School St, Ridgeland, MS 39157.
Contractors have the option of submitting their bids sealed in an envelope or electronically through www.centralbidding.com. Registration and a valid email address are required for electronic id submission. Sealed bid envelopes shall be marked “SEALED BID FOR CITY OF RIDGELAND – PURPLE CREEK DRAINAGE BASIN IMPROVEMENTS” and if any envelope is not so marked, any bid contained therein will not be considered.
All bid envelopes should contain the bidder’s name and mailing address on the face of the envelope. The bid shall also contain the bidder’s Certificate of Responsibility number or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00) on the outside of the envelope, failing which, said bid shall not be opened or considered.
When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.

A mandatory pre-bid conference will be held at 10:00 AM (CT) on July 16, 2024 in the City Clerk’s Office at 100 W School St, Ridgeland, MS 39157. All project related questions should be directed to Jamie McInnis at
[email protected] with the subject line reading – “PURPLE CREEK DRAINAGE BASIN IMPROVEMENTS” no later than July 22, 2024 at 12:00 p.m.
The project consists of:
Purple Creek Drainage Basin Improvements – excavation of a proposed sediment pond and restoration of storage volumes of the existing sediment basin in Freedom Ridge Park as well;
Freedom Ridge Nature Trail – clearing, grading, and construction of a proposed multi-use trail in Freedom Ridge Park including pedestrian bridges, and waypoint markings;
Ridgewood Road Box Culvert – removal of existing drainage structures on Ridgewood Road and construction of a proposed Box Culvert along with roadway ditch improvements.

The total Contract Time will be 320 consecutive calendar days and the liquidated damages will be $1,000.00 per consecutive calendar day thereafter.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material, and/or supply needs.
Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Mississippi Municipality & County Water Infrastructure Grant Program (MCWI) and the Environment Protection Agency’s State and Tribal Assistance Grant Program (EPA-STAG). This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with MCWI and EPA-STAG Program Regulations.
Based on the Assistance Listing: Coronavirus State and Local Fiscal Recovery Funds and Part 2 of the US Treasury State and Local Fiscal Recovery Funds Compliance and Reporting Guidance (v3.0 February 2022) (Compliance Guide), the following Uniform Guidance provisions will be required in all contracts:

The City of Ridgeland reserves the right to amend the specifications and contract documents as necessary prior to bid and agrees to notify all having requested bid packets. The City of Ridgeland reserves the right to accept or reject any and all bids and to waive any and all informalities.
The City of Ridgeland, Mississippi hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, religion or national origin in consideration for an award.
Award will be made to the lowest and best bidder and the City of Ridgeland, Mississippi reserves the right to reject any and all bids.
