Sealed bids for construction of the following project will be received by the St. Bernard Port, Harbor and Terminal District, 100 Port Boulevard, Chalmette, Louisiana 70043, or send electronic to http://www.centralauctionhouse.com until 2:00 P.M. local time on December 20, 2024, then opened and publicly read at 2:00 P.M. Bids received after 2:00 P.M. local time will not be accepted and will be returned to the Bidder unopened.

Copies of Specifications, Bid Documents, Contract Documents, and Construction Plans for use in preparing Bids may be obtained from Principal Engineering, INC, 128 Northpark Blvd, Covington, Louisiana 70433.
In no event, shall Bid Forms be issued later than twenty-four (24) hours prior to the hour and date set for receiving bids. Reference directed to R.S. 37:2163.
Contractors desiring to bid shall submit to The St. Bernard Port, with their request for Plans, evidence that they hold a State License of proper classification and in full force and effect.
Bids shall be accompanied with a Certified Check, Cashier’s Check, or Bid Bond with Power of Attorney (Money Orders or Letters of Credit WILL NOT be accepted) in the amount not less than 5% made payable to the St. Bernard Port, Harbor and Terminal District. Failure to do so will result in the bid being declared irregular and shall be cause for rejection.
If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:2212(A)(1 )(C) or LA R.S. 38:2212(0).
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents. In order to be considered responsive, Bid Proposals must; (a) be fully completed, signed and be responsive in all respects to the conditions of the Invitation and Instructions to Bidders; (b) be made on the Proposal Forms provided and submitted intact as part of the Bid Documents; (c) be accompanied by the required items listed in the appropriate sections of the Bidding documents.
The envelope shall be marked with the bid title, name, and address and state license number of the Bidder as set forth in the Invitation to Bidders.
The LOWEST qualified bid will be the one determined to offer the best advantage to the St. Bernard Port, Harbor and Terminal District. The St. Bernard Port, Harbor and Terminal District reserves the right to reject any bid for just cause in the best interest of St. Bernard Port, Harbor and Terminal District.
