Gretna Library Sculpture
The Parish of Jefferson, authorized by Resolution No. 139669, is hereby soliciting the submittal of a Statement of Qualifications from persons or firms interested and qualified to design, fabricate and install a sculpture in a designated area adjacent to the Gretna Library located at 102 Willow Drive, Gretna, La. 70053 for an amount not to exceed $125,000.00.

GENERALThe specific scope of services include providing design, fabrication, delivery and installation of a sculpture, up to ten (10) feet in size, in a designated area near the Gretna Library, located at 102 Willow Drive, Gretna, LA 70053.
MINIMUM QUALIFICATIONSThe following are minimum qualifications for all proposers:
Professional training or experience in designing, fabricating, and installing public artwork of similar size, scope and medium within the last ten (10) years.
At least three (3) references for each artist, fabricator and installer for which they have provided similar artwork and fabrication/installation services within seven (7) years immediately preceding the issuance of this SOQ.
EVALUATION CRITERIAThe following criteria will be used to evaluate the statement of the persons or firms submitting, with only those persons or firms receiving an overall cumulative score of at least seventy (70) percent or greater, of the total possible points for all categories to be assigned by the participating evaluation committee members shall be deemed qualified:
Professional education or experience in designing, fabricating and installing public artwork of similar size, scope and fabrication. (40 points possible)
Innovative Concepts including the materials and fabrication methods proposed; artwork maintenance plans which outline both sustainability and maintenance requirements based on the materials proposed; and project schedule identifying milestones in design completion. (35 points possible)
Responsiveness to the SOQ. (5 points possible)
Past and current artistic accomplishments, for which references from clients or former clients and information gathered by inspection of current or recent projects may be considered. (20 points possible)
In order to maximize the evaluation points, it is recommended that the statement of the person or firm include the following:
Statement of the Artistic Concept - A submitted statement of the artistic concept will be evaluated in conjunction with the graphic representations of the sculpture for a full understanding of the proposer’s intent. The statement should reflect on each of the following:
How the materials and design will achieve artistic excellence and/or innovation; and
How the proposed sculpture captures the essence of library services within the Parish of Jefferson.
Design and Composition - Drawings and/or images that convey the proposer’s concept in the context of the site, the designated area adjacent to the Gretna Library. The drawings should include figures to indicate scale and dimensions.
Fabrication and Materials - A conceptual description of the materials and fabrication methods proposed for the sculpture. The fabrication and installation process should be feasible and within the project budget. The description should communicate the proposer’s knowledge and experience with the materials proposed.
Sustainability/Maintenance & Durability - The sculpture should be constructed of durable materials that can easily be maintained by the Parish of Jefferson staff, and are resistant to graffiti and other forms of vandalism. Proposers should provide a preliminary artwork maintenance plan that outlines both sustainability and maintenance requirements based on materials proposed.
Project Schedule - Provide a preliminary project schedule that identifies major milestones in design development, fabrication, delivery and installation processes, and illustrates the proposer’s capacity to complete the project on time.
Cost Breakdown – Provide realistic costs to execute the project which includes artistic creativity, high quality, durable materials and should include information regarding:
Artist fee;
Material Cost;
Fabrication Cost;
Transportation and Delivery to the Site;
Installation; and
Other Professional Services as necessary.
Important Note: The Parish of Jefferson will work with the successful proposer to develop the foundations and other technical installation requirements and will prepare the site for installation of the sculpture.
All firms must submit a Statement of Qualifications (General Professional Services Questionnaire) and must identify all sub-consultant firms which they expect to use to provide professional services, and submit a Statement of Qualifications (General Professional Services Questionnaire) for each sub-consultant firm. (Refer to Jefferson Parish Code Ordinance, Section 2-928).
All firms (including sub-consultants) must submit a Statement of Qualifications (General Professional Services Questionnaire) by the deadline. Please obtain the latest questionnaire form by contacting the Purchasing Department by telephone at (504) 364-2678 or via the Jefferson Parish website at www.jeffparish.net.
Submissions shall be submitted electronically only through Jefferson Parish’s e-Procurement site, Central Bidding, at www.jeffparishbids.net or www.centralauctionhouse.com. Registration is required and free for Jefferson Parish vendors by accessing the following link: www.centralauctionhouse.com/registration.php.
No SOQ submittals will be accepted after the deadline.
Affidavits are not required to be submitted with the Statement of Qualifications (General Professional Services Questionnaire) but shall be submitted prior to contract approval, including any subs.
Disputes/protests relating to the decisions by the evaluation committee or by the Jefferson Parish Council shall be brought before the 24th Judicial Court.
