NOTICE TO BIDDERS
Sealed bids will be received in the Board of Supervisors Meeting Room, Hancock County Annex
Building, 854 Highway 90, Suite A, Bay St. Louis, MS 39520 until 10:00 a.m. on July 16, 2018 for:

A non-refundable deposit of $25 is required for USB 2.0 thumb drive containing drawings and
specifications in PDF form. Bid preparation will be in accordance with Section 000200 – Instructions to
Bidders, included in Specifications.

PREBID MEETING: A Prebid meeting for all bidders will be held at the Hancock County Courthouse
located at 150 - 152 Main St., Bay Saint Louis, MS 39520 at on Friday 06/29/2018 at 2 p.m. local time.
Prospective prime bidders are requested to attend. Bidders questions will be received up to 2 business
days prior to meeting.

TIME OF COMPLETION AND LIQUIDATED DAMAGES: Successful bidder shall begin work on
receipt of Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to
liquidated damages.

BIDDER’S QUALIFICATIONS: Bidders must be properly licensed under laws governing their
respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond,
separate Labor and Material Bond and Insurance in a form acceptable to Owner will be required of the
successful Bidder. Project to be coordinated in compliance with requirements for a historic landmark per
Mississippi Department of Archives and History. Qualification of Contractor or Sub-contractors will be
required for Historic elements of work per requirements of MDAH. Those qualifications shall be included
with the bid package.

BID GUARANTEE: Proposals shall be submitted with Proposal Security in the form of Certified Check
or acceptable Bid Bond in an amount equal to at least five percent (5%) of the base bid; such security to
be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the
proposal. The Bid Bond, if used, shall be payable to the Owner. Bonds on the project must be received on
or before the period scheduled for the project and no bid may be withdrawn after the scheduled closing
time for the project. Bids must be firm for a period of sixty (60) days after the scheduled time of opening.

PERFORMANCE-PAYMENT BOND: A 100% Performance-Payment Bond issued by a surety company
authorized to do business in the State of Mississippi will be required within ten (10) days after the
successful bidder has been notified of the award of the contract.

CERTIFICATE OF RESPONSIBILITY: All bids submitted by a prime contractor or subcontractor for
public works or public projects where said bid is in excess of fifty thousand dollars ($50,000) to perform
contracts enumerated in Section 31-3-21, Mississippi Code of 1972, shall contain on the outside or
exterior of the envelope, or container of such bid, the contractor’s current certificate number. No bid shall

be opened or considered unless such contractor’s current certificate number appears on the outside or
exterior of said envelope or container, or unless there appears a statement on the outside or exterior of
such envelope or container to the effect that the bid enclosed therewith did not exceed fifty thousand
dollars ($50,000).

The Owner reserves the right to reject any or all bids and to waive irregularities. By the submission of the
bid, bidder waives any right to seek or recover damages or loss from Owner not accepting and/or rejecting
the bid.
