INVITATION TO BIDDERS
Sealed proposals for the Houma-Terrebonne Airport’s Aviation Road Pavement Improvements, Terrebonne Parish, Louisiana, will be received by the Houma-Terrebonne Airport Commission until 10:00 o'clock a.m., local time on Thursday, March 27, 2014, at the office of the Houma-Terrebonne Airport Commission, 10264 East Main Street, Houma, Louisiana, 70363, at which time and place said proposals will be publicly opened and read aloud. Any proposal received after the announced closing time will be returned unopened. The bids will then be taken under advisement until presented to the Houma-Terrebonne Airport Commission for their action at the next regularly scheduled meeting.
Sealed bids shall be either hand-delivered by the bidder or his agent in which instance the deliverer shall be handed a written receipt, or such bid shall be sent by registered or certified mail with a return receipt requested. Bids may also be delivered by a package or express delivery service or carrier. However, if this form of delivery is utilized, the form of delivery receipt utilized by said carrier or service shall be considered as a sufficient written receipt received by the bidder.
The Contractor shall hold a Louisiana Contractor’s license in Highway, Street, and Bridge Construction.
All bids must reach the office of the Houma-Terrebonne Airport Commission, 10264 East Main Street, Houma, Louisiana, before 10:00 a.m. on the day of the bid opening.
Contract Documents may be examined and secured by suppliers from American Reprographics Corporation, 3521 20th Street, Metairie, Louisiana, 70002, Phone (504)838-8300, Fax (504) 834-8722, for Fifty Dollars ($50) per set.
Only bids from contractors securing Contract Documents from American Reprographics Corporation or Central Auction House will be opened.
Bidders also have the option to review bid documents and submit bids electronically by visiting http://www.centralauctionhouse.com. Bid documents will be posted on http://www.centralauctionhouse.com. To view these, download, and receive bid notices by e-mail, you will have to register with Central Auction House (CAH). Vendors/Contractors will have the option to submit their bids & bid bonds electronically or by paper copy. Bids received prior to the time of the scheduled bid opening will be securely kept unopened. No bid received after the scheduled time for opening will be considered. Bidders are cautioned to allow ample time for transmittal of bids by mail or otherwise. Bidders are urged to secure information relative to the probable time of arrival and distribution of mail at the place where the bids are to be opened. Failure of the U.S. Mail or of any express carrier or delivery service to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended. Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. Bid sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit their Louisiana Contractor’s License Number as evidence that they hold a license of the proper classification that is in full force and effect.
A Pre-Bid Conference will be held on Monday, March 10, 2014 at10:00 a.m. at the meeting room of the Houma Terrebonne Airport Commission, located at 10264 East Main Street, Houma, Louisiana, 70363.
If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:22:12(A)(1)(C) or LA R.S. 38:2212(0).
All proposals must be accompanied by a Certified Check, Cashier's Check or Bid Bond in the amount of five (5%) percent of the amount of the proposal made payable to the Houma-Terrebonne Airport Commission. Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection. If a bid bond is provided it shall be on the attached form and only on the attached form.
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents. In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact.
Successful bidders must register with the Terrebonne Parish Sales and Use Tax Department for use tax purposes. The Houma Terrebonne Airport Commission, reserves the right to reject any and all bids in accordance with State Bid Law.
