NOTICE TO PUBLIC:   PROPERTY FOR LEASE FOR WIND LEASE AND SERVITUDE AGREEMENT
The Morehouse Parish School Board is now receiving bids for the lease of school property solely for the purpose of a Wind Lease And Servitude Agreement. The description of the property to be leased by the Morehouse Parish School Board as Lessor is the following described property situated in the Parish of Morehouse, State of Louisiana, to-wit:
                        Section 16, Township 22 North, Range 9 East, Morehouse
                        Parish, Louisiana containing approximately 638.47 acres.
 
General Provisions of Lease Agreement
 
Morehouse Parish School Board will lease to the successful bidder (Lessee), the above Premises for the sole purpose of evaluating, developing, constructing, installing, using, replacing, relocating, removing, operating and maintaining wind energy conversion turbine generators (“WTGs”), temporary or permanent meteorological towers, SODAR, LIDAR or other wind measurement equipment, poles, masts, towers, supporting structures, foundations, and pads, footings, electrical transformers, inverters and collection systems and cabling, fixtures, overhead and underground electric distribution and transmission lines, collector lines, communication lines, junction boxes, utility lines, temporary or permanent access roads, and related facilities and equipment (collectively, the “Wind Facilities”) on, over and across the Premises and in accordance with applicable law. Such activities may be conducted by Lessee, its employees, contractors, agents, licenses or permittees.
 
Lessor will grant to Lessee, an exclusive servitude over, across and on the Premises for (1) ingress to and egress from and around the Wind Facilities (whether located on the Premises, on adjacent property or elsewhere) by means of roads and lanes thereon if existing, or otherwise by such route or routes as Lessee may construct from time to time and (ii) evaluating and monitoring wind resources, other metrological studies, soil studies, environmental surveys and studies and other activities on the Premises related to the evaluation and development of the Wind Facilities.
 
All bids will be accepted only on official forms that can be obtained from the office of the Morehouse Parish School Board. All bids shall be in the form which reflect a yearly cash payment amount.
 
A proposed Wind Lease And Servitude Agreement must be included with the bid.
 
Bids will be received in the office of the Morehouse Parish School Board at 4099 Naff Avenue, Bastrop, Louisiana or at P.O. Box 872, Bastrop, Louisiana 71221-0872. Bids and proposed Agreement must be hand delivered or sent by certified mail. The bid must be enclosed in an envelope which has on its front legibly written “Bid for Wind Lease.”
 
The School Board reserves the right to reject any or all bids and to waive all informalities. Bids must be delivered to the Morehouse Parish School Board at the above address no later than
10:00 a.m. on May 9, 2024. The bids will be opened publically at Morehouse Parish School Board Central Office Conference Room, 4099 Naff  Avenue, Bastrop, LA  71220. Sealed bids must be hand delivered or sent by certified mail in an envelope clearly marked: “Bid for Wind Lease.” Each bid must be accompanied by a certified check, made payable to the Morehouse Parish School Board in an amount equal to 10% of the first year’s lease payment which will be returned if the bid is not accepted.      
 
Each successful bidder will be required to execute a Wind Lease And Servitude Agreement approved by counsel for the Morehouse Parish School Board which will be the sole document utilized for lease of the property. The Wind Lease And Servitude Agreement shall contain the specifications for the lease.
 
Whether or not there have been bids received or the number of bids received shall remain confidential until such time as the bids are opened. The Morehouse Parish School Board reserves the right to reject any bid for lease or to accept the high bid that meets specifications.
