Notice is hereby given that sealed bids will be received by the Vermilion Parish Police Jury, Parish of Vermilion, State of Louisiana, until 2:00 P.M., Thursday, July 18, 2013 at the Parish Courthouse, 2nd Floor meeting room, 100 North State Street, Abbeville, Louisiana 70510, or online at www.centralbidding.com for:
2009-2010 CAPITAL IMPROVEMENTS PROGRAM
ROAD & BRIDGE IMPROVEMENTS – PHASE VII
FOR THE
VERMILION PARISH POLICE JURY
and will then and there be opened and publicly read aloud. Bids received after the above specified time will not be considered.
The project will consist of removing five (5) existing timber bridges (Bluebonnet Road, Winfred Road, W. Liberty Farm Road, Ellis Road North and Ellis Road South Bridges) and associated structure (i.e. piles, bents, decking, wingwalls) and install five (5) replacement bridges consisting of timber substructure with concrete decks along with associated headwalls, etc.
It is further understood and agreed that the work under this contract shall be completed within the time stated on the Bid Proposal, subject to reimbursement to the owner of liquidated damages in the amount of Two Hundred Dollars and No Cents ($200.00) per consecutive calendar day.
Upon deposit of Fifty Dollars and No Cents ($50.00) for each set of documents, complete bidding documents may be obtained from: Primeaux, Touchet & Associates, L.L.C. Deposits on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of the documents, in good condition no later than ten days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction, will be refunded upon return of the documents no later than ten days after receipt of bids. No partial sets will be issued.
Each bid must be accompanied by a certified check, cashier’s check, or Bid Bond payable to the Vermilion Parish Police Jury, the amount of which shall be five percent (5%) of the amount of the proposed Base Bid plus all Alternates. Money Orders will not be accepted. This shall be given as guarantee that the bidder will execute the contract, if it is awarded to him, in conformity with the Contract Documents. If a Bid Bond is used, it must meet the requirements according to R.S. 38:2218.
The successful Bidder shall be required to furnish a Performance and Payment Bond in an amount equal to 100% of the Contract, written by a company licensed to do business in Louisiana, and who is currently on the U.S. Department of the Treasury Financial Management Service List, or by a Louisiana domicile insurance company with at least an A-rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policy holder’s surplus as shown in the A.M. Best’s Key Rating Guide and complies with R.S. 38:2219 (R.S. 28:2218 Bid Bond). The bond shall be countersigned by a person who is under contract with the surety company or bond issuer as agent of the company and who is licensed as an insurance agent in this State, and who is residing in this State.
Bids shall be accepted only from contractors who are licensed by the State of Louisiana for the classification of Highway, Street and Bridge Construction. No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of La. R.S. 38:2214.
The successful bidder shall supply all insurance required by the General Conditions to the Vermilion Parish Police Jury.
In accordance with La. R.S. 38:2212(A)(1)(b), the provisions and requirements of this action, those stated in the Advertisement for Bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
