Pointe Coupee Parish Police Jury (herein referred to as the “Owner”) hereby solicits for the Parish of Pointe Coupee – Community Development Block Grant – Disaster Recovery Project to be financed by the State of Louisiana, Hurricane Gustav / Ike CDBG – Disaster Recovery Program – Parish Project No. 3”; described as follows:

Sealed bids will be received by the Pointe Coupee Parish Police Jury at their office located at 160 East Main Street, New Roads, Louisiana 70760 no later than 1:00 p.m. on August 4, 2016 and then at said office (Meeting Room) publicly opened and read aloud. The Bidder shall show his license number on the bid and on the sealed envelope submitting the bid. Any bid received after the specified time and date will not be considered.
The project includes removal of existing culverts, installation of road and off-site drainage improvements (ditches / culverts) in the existing residential subdivision called Delta Place.

Pursuant to LA RS 38:2212.D, Prime Bidders shall obtain an original set of electronic or paper bidding documents from the design professional who prepared such documents. Any bids received from bidders that are not recorded as having received complete bid documents from the design professional named above shall be rejected. Copies may be obtained at this office upon payment of a deposit of $150.00. The deposit of the first set of documents furnished bonafide prime bidders will be fully refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bid. On other sets of documents furnished to bidders the deposit less actual cost of reproduction will be refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.

As a requirement under LA RS 37:2163D, this project is classified as Municipal and Public Works.
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
In accordance with LA RS 38:2212B.(1), the provisions and requirements stated in the bidding documents shall not be considered as informalities and shall not be waived.
The successful Bidder shall be required to furnish a Performance Bond and Payment Bond in an amount equal to 100% of the Contract amount, written by a surety or insurance company meeting the requirements noted in LA RS 38:2219A.(1)(a), (b) and (c).
Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof, except as presented in LA RS 38:2215(A).
The Attention of the Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
Any person with disabilities requiring special accommodations must contact the Parish of Pointe Coupee no later than seven (7) days prior to bid opening.
As a prerequisite to bid on this project, prospective bidders will be required to attend the mandatory pre-bid conference to be held at the project site on July 27, 2016 at 10:00 a.m. (meet at the intersection of the Delta Place Road and Louisiana Highway 10).
