Notice is hereby given that sealed bids will be received by the Town of Byhalia at the Town Hall, 225 Highway 309, Byhalia, MS 38611 or bids may be submitted electronically at www.centralbidding.com until 3:00 P.M. local time,  September  15, 2020 and will be  publicly opened and read aloud at the regularly scheduled Board of Aldermen meeting at 5:30 p.m. local time of September 15, 2020 for:
 
THE TOWN OF BYHALIA
SIDEWALK RECONSTRUCTION
PROJECT NO. SM18-828, PHASE II
BYHALIA, MISSISSIPPI
 
The work consists of: approximately 48 SY of concrete paved ditch, 39 SY of concrete driveway removal  and 2 concrete box removal and reconstruction of 243 SY of concrete sidewalk, concrete driveways and concrete junction boxes, 135 LF of 58”X36” arch aluminized pipe with flared end section and other drainage and erosion control items. Additive Alternate No. 1 consists of 50 LF of 58”x36” Arch Aluminized Pipe and driveway repair.  Contract time is 60 Work Days. Contractor shall commence work on or before a date to be stipulated in the Notice to Proceed.
 
Bid preparation will be in accordance with Section 00200 – Instructions to Bidders bound in the Project Manual.  Project Plans and Project Manual may be examined at Elliott & Britt Engineering, P.A., 823 North Lamar Blvd./P.O. Box 308, Oxford, Mississippi 38655.
 
Bid documents are being made available at Elliott & Britt Engineering, P.A.  All plan-holders are required to have a valid email address.  Bid documents are non-refundable and may be purchased either through Elliott & Britt Engineering, P.A. or www.centralbidding.com.  Official bid documents can be downloaded at www.centralbidding.com.  Electronic bids may be submitted at www.centralbidding.com.  For any questions relating to the electronic bidding process, please call Central Bidding at 225-810-4814. 
 
Copies of the Contract Documents may be obtained by depositing $105.00 with Elliott & Britt Engineering, P.O. Box 308, Oxford, Mississippi 38655, telephone (662) 234-1763 for each set of documents so obtained. This deposit is nonrefundable.  Bidders may also contact www.centralbidding.com to purchase copies of the Contract Documents.
Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.
The contract will be awarded to the lowest and/or best bid from a responsive responsible and qualified Bidder.  Should no award be made within forty-five (45) calendar days after opening of proposals, all proposals may be rejected and all proposal guaranties returned, unless the lowest responsive responsible qualified bidder at the request of the Town of Byhalia agrees in writing to a longer delay.
 
Bid bond, signed or countersigned by a Licensed Mississippi Agent, or Mississippi Non-Resident Agent licensed to do business in the State of Mississippi, with Power of Attorney attached, or Cashier’s check or Certified check for five percent (5%) of the total bid, payable to the Town of Byhalia, must accompany each proposal.
 
Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid, and such proposals may not be considered in making the award.  Bidders are hereby notified that any proposal that is submitted as a stripped bid will be considered an irregular bid and such proposal will not be considered in making the award. The Town of Byhalia reserves the right to waive any irregularities and to reject any and all bids if considered not in the best interest of the Town of Byhalia.
