Notice is hereby given that sealed bids will be received by the St. James Parish Government for construction of a new St. James Parish District 5 Multi-Purpose Recreation Building, located in the Welcome Park, 7248 Park Street, St. James, Louisiana, 70086, until 2:00 p.m. on Tuesday, June 25, 2013, in the Office of the Parish President, Parish Courthouse, 5800 LA Highway 44, Convent, Louisiana, 70723. At that time, all bids that have been properly submitted will then and there be opened and publicly read aloud.

All materials, labor, equipment, supplies, overhead, profit, etc. for construction of a new single story multi-purpose building with all appurtenances including, but not limited to, sitework, paving, utilities, foundation, framing, roofing, architectural elements, electrical, mechanical, HVAC, plumbing, equipment, and all incidental work required to complete the building systems for occupancy.

All bids must be complete and any bids received after the above specified time will not be accepted and will be returned unopened.

Plans, specifications, and bid forms may be obtained from SRF Group, LLC, 741 S. Clark Street, Suite A, New Orleans, LA 70119, by prospective bidders upon deposit of $250.00 for the first set obtained. Deposit will be refunded to bona-fide prime contract bidders upon return of plans and specifications in good condition within ten (10) calendar days after date of opening bids. Bidders may obtain their own set and may not simply view the Bid documents at the Architect’s office. No partial sets may be obtained.

Bidders/Contractors that request the plans and specifications be sent by parcel post mail, shall include an additional, non-refundable amount of $25.00 for postage and handling. Bidders/Contractors that request the plans and specifications be sent by an overnight carrier, shall provide their courier’s account number and their street address and shall pay all associated costs and fees.

Bidders/Contractors have the option to submit their bids and bid bonds electronically or by paper copy. To view bid documents, download, and receive bid notices by e-mail, you must register with Central Auction House at www.centralbidding.com.

Each bid must be submitted on the prescribed form. All blank spaces must be filled in, in ink or typewritten in both words and figures. Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his address, his Louisiana Contractor’s License Number, and the project name, “St. James Parish District 5 Multi-Purpose Recreation Building”.

A Pre-Bid Conference will be held on Thursday, June 13, 2013, at 2:00 p.m. in the Office of the Operations Director, Parish Courthouse, 5800 LA Highway 44, Convent, Louisiana, 70723. All bidders are encouraged to attend.

Bid security in the amount of 5 percent of the total bid must accompany each bid. If bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with a rating of A or better, and VIII or better, in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide. Act No. 139, H.B. No. 1226.

The successful Bidder will be required to furnish a Performance Bond guaranteeing faithful performance and a Labor and Materials Payment Bond guaranteeing the payment of all bills and obligations arising from the performance of the contract. Companies providing the bonds shall have a minimum rating of A, in the latest printing of the A.M. Best’s Key Rating Guide.

The accomplishment of the work under the Base Bid shall be completed in a period of three hundred sixty (360) consecutive calendar days. Liquidated damages shall be assessed for every day beyond the established date of completion in the amount of Five Hundred Dollars ($500.00) per calendar day or within the time as it may be extended as stipulated in the specifications.

Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of Building Construction. No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.

Preference is hereby given to materials, supplies, and provisions, produced, manufactured, or grown in Louisiana, quality being equal to articles offered by competitors outside of the State of Louisiana.

St. James Parish reserves the right to accept or reject any or all bids, to waive informalities, and to make award as it might elect.
