CITIZENS’ DROP-OFF RAMP CONSTRUCTION
HAROLD J. “BABE” LANDRY LANDFILL, BERWICK, ST. MARY PARISH, LOUISIANA
Notice is hereby given that sealed Bids will be received by the Purchasing Department, Parish of St. Mary, Louisiana, for the construction of a Citizens’ Drop-Off Ramp including: removal of asphalt; excavation and embankment; erosion control measures; Class II base course; superpave asphaltic concrete; Portland cement concrete pavement; cross drain pipe arch; catch basins; blocked out guard rail; concrete curb; temporary signs and barricades; bedding material; hydro-seeding; construction layout; water main; Class A(M) concrete; saw cutting; bollards; geogrid; yard hydrant; and, other work in connection therewith at the Harold J. “Babe” Landry Landfill in Berwick, St. Mary Parish, Louisiana.
Bids will be received by the St. Mary Parish Purchasing Agent until 10:00 a.m. on Tuesday, November 7, 2017 at the office of the Purchasing Agent, St. Mary Parish Government, 500 Main St., Fifth Floor - Courthouse, Franklin, LA 70538. Bids received after this time will not be accepted and will be returned unopened. Bids will be opened and publicly read aloud after the specified closing time.
Complete sets of the Bidding Documents may be examined in the office of the Purchasing Agent, St. Mary Parish Government, 500 Main St., Fifth Floor - Courthouse, Franklin, LA 70538, or in the office of the ENGINEER: Fourrier & de Abreu Engineers, LLC, Ph: 225-677-7950, 3084 Westfork Drive, Suite A, Baton Rouge, LA 70816.
Complete sets of the Bidding Documents may be obtained from the ENGINEER’s office in accordance with the Instructions to Bidders upon payment of a deposit of $40.00 for each set of documents. Official bid documents can be downloaded from Central Bidding at www.centralbidding.com. Electronic bids can be submitted at www.centralbidding.com. A Pre-Bid Conference will be held at 10:00 a.m. local time on Tuesday October 31, 2017 at the Harold J. “Babe” Landry Landfill, 752 Thorguson Drive, Berwick, LA. Representatives of OWNER and ENGINEER will be present to discuss the Project. Bidders are not required to attend and participate in the conference in order to be eligible to bid.
To qualify to bid, each bidder shall be a properly licensed contractor in accordance with LA R.S. 37:2150-2192 for the classification of: Highway, Street, & Bridge Construction; Heavy Construction; or Municipal and Public Works Construction. Contractors desiring to bid should submit evidence that they hold a license of proper classification in full force and effect at the time the bidding documents are requested from the ENGINEER. The Contractor shall show his license number on the bid form and the sealed envelope containing the bid.
Bidding Documents shall not be issued later than 24 hours prior to the hour and date set for the opening of Bids. Bids must be submitted on forms provided by the ENGINEER.
Each Bid shall be accompanied by Bid Security made payable to the St. Mary Parish Government in an amount of at least five percent of the Bidder’s maximum Bid price and in the form of a cashier’s check, certified check, or a Bid Bond in accordance with LA R.S. 38:2218. This check or Bid Bond shall be given as a guarantee that the Bidder will execute the Agreement, should it be awarded to him.
The OWNER reserves the right to reject any and all Bids for just cause. In accordance with LA R.S. 38:2212(B)(1), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered informalities and shall not be waived by any public entity.
