NOTICE TO BIDDERS: New Equal Sized Class Bull Dozer per spec sheet for use in Moorhead, MS at Mississippi Delta Community College. The Bull Dozer must be delivered and invoiced no later than 3:00 p.m. June 1, 2023. The conditions and specifications listed are not intended to prohibit qualified vendors from submitting a bid on an equal or larger in size class model. The specifications related to operating weight and net flywheel horsepower describe a minimum acceptable size class to meet Mississippi Delta Community College requirements. A bidder shall include an attachment “Exceptions to Bid Conditions & Specifications" sheet listing any variations or exception to the conditions or technical (non-size class) or operation feature specifications for the machine model offered. Bidders will be responsible for establishing equality and offering only its manufacturer’s model that is equal to or larger in size class. Each non-size class exception must be listed on a separate page titled Exceptions and will be evaluated and accepted or declined individually. Mississippi Delta Community College may refer to a manufacturer’s internet site to confirm that the model being bid on is the correct model that meets our minimum horsepower and operating weight requirements. Purchases, if made, will be made from the lowest and best bidder. In determining the best bid, the bidder shall satisfy Mississippi Delta Community College that bidder maintains a store staffed with factory' trained service technicians and parts support within 50 miles of the working location of the machine. Successful bidder must have previsions for storing and securing parts including from the manufacturer within a reasonable length of time. Each bidder will state the manufacturer's standard comprehensive warranty. Additionally, each bidder will include a 5-year 3,000 hr. full machine warranty in the purchase price. Bidders are required to provide a copy of the Standard and Extended Warranty Statements showing the full coverage required. A warranty will be a consideration in determining the best bid. Prices shall include all delivery charges. Electronic bids shall be received by Mississippi Delta Community College through Central Auction House, www.centralauctionhouse.com, until 9:30 a.m. on April 3, 2023. All bids will be opened and publicly read at 9:45 a.m. on Monday, April 3, 2023, in the Mississippi Delta Community College Office of Business Services located in the Boggs Scroggins Enrollment Services Building in Moorhead, MS. All bids meeting specifications will be invited to participate in a reverse auction from 11:00 - 11:30 a.m., Monday April 3, 2023, at www.centralauctionhouse.com. The Mississippi Delta Community College Board of Trustees reserves the right to waive any informalities and reject any and all bids and exceptions taken to minimum specifications. Proxy Bidding and Bid Increments:
"Proxy bidding" makes bidding on auctions easier and less time-consuming for buyers.
Central Auction House will automatically place a bid on your behalf for the lowest amount possible up to your maximum bid using an increment bidding system. This allows you to remain the highest bidder for the auction until your maximum bid amount has been reached, also your proxy bid will remain confidential. To activate Central Auction House's proxy bidding system, simply enter the maximum price you are willing to bid, following these steps:
-When you place a bid, you enter the maximum amount you're willing to pay for the item(s). The seller and other bidders won't know your maximum bid.
-We place bids on your behalf using the automatic bid increment amount, which is based on the current high bid. We increase your bid only as much as necessary to make sure that you remain the high bidder, up to your maximum amount.
-If another bidder places the same maximum bid amount as yours, the bidder who entered the amount first is the current winning bidder. Your maximum bid is kept confidential until it is exceeded by another bidder.
-You cannot lower a proxy bid once it is placed
-You can raise your own proxy bid: if you have a proxy bid in place for $1,000 and place another bid for $1,200 then the actual winning bid won't change but your proxy bid will be raised to $1,200
-Please note: When proxy bidding is used it may appear as if one bidder has outbid another with the exact same amount. Again, the person who submitted the amount first is considered to be the winning bidder.
Increment Bidding:
"Increment bidding" refers to the minimum amount an auction bid must be raised each time the current highest bid is surpassed. The increment is determined by the value of the most recent bid. See below:
Example:
-The current bid amount is at $150.00 USD.
-Buyer 1 places a maximum bid of $210.00 USD.
-The increment bidding system will automatically place bids on Buyer 1's behalf up to $210.00 USD.
-When Buyer 2 places a maximum bid of $200.00 USD, Buyer 1's bid will be automatically increased in the set increments (see Bid Increments Chart) until it reaches $210.00 USD.
-If Buyer 3 places a bid of $220.00 USD, they will become the highest bidder because they have surpassed Buyer 1's maximum bid.
-To continue, Buyer 1 must enter a new maximum bid, which meets or exceeds the increment established by the highest current bid amount.
-If Buyer 1 has a proxy bid of $500.00 USD, our system will automatically bid $230.00 USD for them.
