NOTICE TO BIDDERS

Sealed/Electronic bids will be received by the Board of Supervisors of George County, Mississippi, until 10:00 a.m. on    Tuesday, November 28, 2023, at the Office of Procurement, 329 Ratliff Street, Lucedale, Mississippi, for the annual bids for Asphalt – Laid in Place 1 - 150, 150 – 500, & 500 Tons & Up under the jurisdiction of the Board of Supervisors at which time they will be publicly opened and read aloud. The bid term is one year.
 
The County intends to accept the lowest and best bid, but also intends to accept the second lowest
and best bid as an alternate bid, subject to the following terms and conditions:
1. If the lowest and best bidder cannot begin (or fails to begin) a project within sixty
    (60) days of being given notice to proceed on the project, then the County reserves
    the right (but not the duty) to revoke the notice to proceed on the project. If the
    County revokes the notice to proceed on the project, the lowest and best bidder shall
    not proceed on the project, and the County shall not owe the lowest and best bidder
    any payment whatsoever.
2. If the County revokes the notice to proceed to the lowest and best bidder, then the
                County has the right (but not the duty) to award the project to the second lowest and
                best bidder, provided that the second lowest and best bidder guarantees to (and does
    in fact) begin the project within sixty (60) days after being given the notice to
    proceed. If the second lowest and best bidder fails to begin the project within sixty
    (60) days after being given the notice to proceed, then the notice to proceed shall
    stand revoked automatically, and the second lowest and best bidder shall not begin
    the project. Any work done by the second and lowest bidder after the notice to
    proceed has been revoked automatically shall be at the sole cost and expense of the
    second and lowest bidder, and the County shall not be held liable to pay for any of
    said work under any legal theory or other grounds of any kind, character, or nature
    whatsoever.
3. The preceding terms and conditions shall be binding on the lowest and best bidder
    and on the second lowest and best bidder.

All bids submitted must be sealed and clearly labeled on the outside of the bid envelopes and delivered to the Chancery Clerks Office at the above address or electronic bids can be submitted at www.centralbidding.com. The Board of Supervisors reserves the right to reject any and all bids and waive any informalities.
