SEALED BIDS will be received in legible print by: Livingston Parish Government, Purchasing Office, located on the 2nd floor of the Livingston Parish Health Unit, 29261 South Frost Road, Livingston, Louisiana 70754 (mailing address PO Box 427, Livingston, LA 70754) by Tuesday, April 29, 2025, at 2:00 p.m. (CST). The bids will be publicly opened and read aloud in the 2nd floor conference room for the following:

Bids are invited for the supply of prisoner supplies for a twelve (12) month period. Bidders must submit prices for all listed items in a standard dollar-and-cents format (e.g., $123.45), rounded to two decimal places, with no commas or excessive digits. Partial bids will not be accepted. The contract will be awarded to the lowest responsible bidder, based on the lowest total cost for all required items, upon approval by the Livingston Parish Council. The award will be effective from the date of Council approval for a twelve (12) month period.

Whenever in specifications the name of a certain brand, make, manufacturer, or definite specifications utilized, the specifications, shall state clearly that they do not restrict bidders to the specific brand, make, manufacturer, or specification named; that they are used only to set forth and convey to prospective bidders the general style, type character, and quality of the product desired and that equivalent products will be acceptable…

Delivery of material must be made within thirty (30) working days of the purchase order. If the delivery cannot be made within thirty (30) working days, the original purchase order will be canceled, and a new purchase order will be issued to the next lowest bidder.

The lowest responsive bidder that is awarded the bid must have a minimum of $1,000,000 of Commercial General Liability Insurance, Workmen’s Compensation Insurance, & a minimum of $350,000 of Automobile Liability. A copy of the insurance must be sent to Livingston Parish Government before the vendor can deliver the material.

In accordance with R.S. 38:2214(B), Livingston Parish Government reserves the right to reject any and all bids for just cause.
