Sealed bids for the renovations & additions to the St. James Parish Courthouse in Convent, Louisiana will be received by the St. James Parish Government, at the Office of Parish President, Parish Courthouse, 5800LA Highway 44, Convent, LA 70723 until 2:00 p.m., Tuesday, February 7th, 2012, at which time they shall be publicly opened and read aloud.

Bid documents will be posted on www.centralbidding.com. To view these, download, and receive bid notices by e-mail, you will have to register with Central Auction House (CAH). Vendors/Contractors will have the option to submit their bids and bid bonds electronically or by paper copy. The contract documents, including drawings and specifications may be obtained at Chenevert Architects LLC, a Professional Architectural Firm at 232 Third Street, Suite 100, Baton Rouge, Louisiana, 70801, (225) 334-9907.

Drawings and Specifications may be obtained by prospective General Contractors, Sub-Contractors, Material Suppliers and Estimating Services, from the office of Chenevert Architects LLC by making a deposit of $50.00 per set. No digital format of the documents will be distributed.

Refunds shall be as follows:
(a) First Set to General Contractors $50.00
b) Each Set to Sub-Contractors, Materials Suppliers, Estimating Services and the second set or more to General Contractor $50.00

The above stated refunds will be made only if the documents are returned, in good condition, within ten (10) days after receipt of bids.

A pre-bid conference will be held for all interested parties to review the construction documents and tour the existing building at the Courthouse, 5800 LA Highway 44, Convent, LA 70723 at 2:00 p.m., Tuesday, January 24, 2012.

Attendance at this conference is not required but bidders are advised that they will be required to state on the bid form that they have personally inspected and are familiar with the project site & existing building.

All bids must be submitted on the Louisiana Uniform Public Work Bid Form furnished with the contract documents. Proposal sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit to the Architects evidence that they hold a license for a contractor in classification of Building Construction that is in full force and effect. Unlicensed Contractors must note on the bid envelope that their bid is being submitted under R.S. 37:2157, Paragraph (A)(6) of the Louisiana Contractor’s Law.

All bids must be accompanied by bid security. The successful Bidder will be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount of $800,000 or 100% of the contracted amount, whichever is greater. No bid may be withdrawn after the scheduled time for receipt of bids, for a period of thirty (30) days.

Each bid must be accompanied by a certified check or a bid bond in an amount equal to at least five (5%) percent of the amount of the base bid and all alternates, made payable, without condition, to the Owner, as a guarantee that the bidder, if awarded the contract, will promptly execute said contract on the form mentioned in the paragraph above. The bid security of the three (3) lowest bidders will be retained until the Contract is awarded or other disposition is made thereof. The bid security of all bidders, except the three low bidders, will be returned after the receipt of bids. The Parish reserves the right to reject any and all bids and to waive any informalities.
