ELECTRONIC or SEALED BIDS for the construction of the “New Office Building for Lafourche Parish Water District No. 1” consisting of the following:
 
This project includes the construction of a new two-story building including a pile-supported foundation, steel structure, steel stud and brick veneer exterior partitions, non-loadbearing steel stud interior partitions, and all associated civil, HVAC, plumbing, and electrical work as indicated in the Contract Documents. 
will be received electronically by the Lafourche Parish Water District No. 1 until 2:00 P.M. local time, on Thursday, December 12, 2024, at which time bids will be opened and/or retrieved from the Central Auction House (CAH) website and read aloud at Lafourche Parish Water District No. 1, 1219 Crescent Ave., Lockport, LA 70374.
 
All bids being hand-delivered shall be submitted in a sealed envelope bearing legibly on the exterior, the following information:
 
Owner’s Name and Address
Project Name
Contractor’s name, address, and Louisiana Contractor’s license number 
Bids can also be submitted electronically at www.centralauctionhouse.com.  Information in items 1 through 3 above shall be provided in the electronic submission.
 
Bid prices shall specifically EXCLUDE any and all taxes whatsoever.  Louisiana Revised Statues La. R.S. 47:301(8)(c) exempts local governments from state and local tax effective September 1, 1991.  Bid prices shall include any shipping charges, if applicable.
 
Official Bid documents are available at Central Bidding. Electronic Bids are accepted at Central Bidding. Central Bidding can be accessed at www.centralbidding.com. To view these, download, receive bid notices by e-mail, and submit the bid you must register with Central Auction House (CAH). Vendors/Contractors must submit their bids electronically. A Non-Mandatory Pre-Bid Conference shall be held on Thursday, November 21, 2024, at 10:00 A.M., at the Lafourche Parish Water District No. 1 office, 1219 Crescent Ave., Lockport, LA 70374. The architect shall pass around a sign-in sheet prior to beginning the formal presentation.  The sign-in sheet shall be collected by the architect prior to the commencement of the presentation and shall announce that the contractors shall be expected to stay for the entire meeting.  Contractors are advised to arrive at the meeting location in sufficient time to attend the entire meeting.
 
The Bidding Documents, consisting of Advertisement for Bids, Information for Bidders, Bid Form, Bid Bond, Agreement, General Conditions, Supplementary Conditions, Special Conditions, Payment Bond, Performance bond, Notice of Award, Notice to Proceed, Drawings, Specifications and Addenda may be examined at the following locations:

Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of BUILDING CONSTRUCTION.
 
The Owner requires that each bidder attach to his bid a certified check, cashier’s check, or bid bond equivalent to 5% of the total bid as evidence of good faith of the bidder. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570.
 
No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof except as provided by law.
 
Any person with disabilities requiring special accommodation must contact Lafourche Parish Water District No. 1 no later than seven (7) days prior to the bid opening.
