Invitation to BidCITY OF DAVENPORT CEMETERY PROJECT ITB 2023-04
 
The City of Davenport, Florida, an Equal Employment Opportunity (EEO) employer, does hereby announce that it is accepting written bids from all qualified firms for: City of Davenport’s Cemetery Project-2023-04.  The successful bidder shall prove by their qualifications, experience, availability, approach, and plan for the work that they will best serve the overall needs of City of Davenport.  The selection of the successful bidder shall be at the City’s discretion and shall be made in a prompt manner after the receipt and evaluation of all responses.
 
INSTRUCTIONS TO SUBMITTING ORGANIZATIONS:
 
A complete proposal, which contains all necessary information, may be obtained from the City of Davenport Public Services Department at [email protected] and/or [email protected].
 
A mandatory pre-bid site visit for all interested parties will be held at the Evergreen Cemetery site located at 1917 County Road 547, Davenport, FL 33837on Thursday, March 2, 2023 10:00am local time. The purpose of this meeting is to review the scope of work and completion schedule for this Project, to answer questions, and to ensure that there is a clear understanding of the work that must be performed and completion deadlines to successfully complete this entire project. All parties represented at the mandatory preproposal site will provide an email address for any addenda to the proposal.All questions must be received prior to Thursday, March 9, 2023 at 5:00pm local time to the City of Davenport [email protected] and/or [email protected] to be answered. Responses to those questions will be emailed to the email addresses that were provided on Monday, March 13, 2023.
 
All bids must be in a sealed envelope, plainly marked on the outside with "CITY OF DAVENPORT Cemetery Project 2023-04”. Bids shall be submitted together with any and all supporting documentation enclosed. Bids will be received at the office of the City Clerk located at 1 South Allapaha Avenue, Davenport, FL 33837 ATTENTION: Rachel Castillo until 10:00am local time on Thursday, March 16, 2023. Submittals may be either mailed or hand delivered prior to the above deadline. Postmarks will not be accepted. Bids will be publicly opened and read aloud at 10:00am on Thursday, March 16, 2023. It is the responsibility of the bidder to assure that bids are received at City Hall no later than the specified time and date. Submittals received after this date and time will not be accepted or considered.
 
All proposers are advised that under chapter 119, Florida Statutes, all responses are deemed a public record and opened to public scrutiny as provided for in said statute.
 
The City reserves the right to waive any informalities or minor irregularities; reject any and all bids which are incomplete, conditional, obscure, or which contain additions not allowed for; accept or reject any bids in whole or in part with or without cause; and accept the bid which best serves the interests of the City. Pursuant to the requirements of Section 287, Florida Statutes, all qualifiers are subject to those provisions pertaining to Public Entity Crimes and the Convicted Vendor List.
 
Further, pursuant to federal law the Owner may not award this contract to any bidder which is debarred or suspended or is otherwise excluded from or ineligible for participation in federal assistance programs under Executive Order 12549, “Debarment and Suspension.”
