Sealed bids for “Install PAPI. A.I.P. Project No. 3-28-0014-028-2021” will be received by the COAHOMA COUNTY BOARD of SUPERVISORS at the Coahoma County Administrator’s Office, 115 1st Street, Clarksdale, Mississippi, 38614 until 11:00 AM Local Time on May 27, 2021. Timely received bids will be opened and read aloud beginning at 11:05 AM. On May 27, 2021 in the Coahoma County Board of Supervisor’s Board Room located at the Coahoma County Administrator’s Office. Bids received after this time will not be accepted and will be returned unopened.
The work is generally described as follows:
Removal of existing 2-Box PAPI System (Runway 18 and 36) and abandonment of existing conductors in place. Installation of new 4-Box PAPI System (Runway 18 and 36) with conductors and vault modifications.
Contract time is 60 calendar days. Liquidated damages in the amount of $500 will be assessed for each consecutive calendar day after the contract time.
A pre-bid conference for this project will be scheduled for May 13, 2021 at 11:00AM at Clarksdale – Coahoma County Airport Conference Room located within the FBO to discuss the work. Prospective bidders are encouraged to attend the pre-bid conference and perform a site visit of the project area prior to bidding.

Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid.

Bids may be submitted via mail on the standard form to the Coahoma County Board of Supervisors or may be submitted via electronic submittal through the Central Bidding, at which time the bid will be logged and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract.

Bidders’ attention is invited to the Instructions to Bidders relative to pre-award, equal employment opportunity requirements, and non-segregated facilities.
The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 60 calendar days after the scheduled closing time for receiving bids.
This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.
This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 7.92 percent participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE) and encourages that the bidder seeks participation of these businesses.

The award, if made, will be made to the party submitting the bid deemed most favorable to the Coahoma County Board of Supervisors at the time the conditions are stipulated. The Coahoma County Board of Supervisors reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
