The City of New Roads, Louisiana will receive separate sealed Bids for the WSP 2023 Water Improvements; Consolidation Waterline; Contract No.: 23-1988-35.   The Work includes installing approximately 16,000 linear feet of 8” PVC Water main from Walter Smith Road to the Pointe Coupee Parish Detention Center by means of open cut and horizontal direction drilling methods. Includes making changes to the tie-in at the detention center. Includes all appurtenances, valves, miscellaneous work required to install and operate the above work.
 
The City of New Roads will receive Bids until 2:00 PM local time, May 23, 2024, at 211 Main Street, City of New Roads, LA 70760.  Bids received after this time will not be accepted.  Bids will be opened and publicly read aloud immediately after the specified closing time.  The outside of the Bid envelope shall be marked with the project title, name and address of the Bidder and current Contractor’s license number.

Bid security in the amount of five percent (5%) of the Bid must accompany each Bid in accordance with the Instruction to Bidders.
 
A site visit by bidders is recommended before submitting a bid.
 
The work is subject to compliance with U.S. Department of Treasury Coronavirus State Fiscal Recover Fund requirements, as described in the bidding documents.
 
The Prime Bidder must be a licensed contractor in good standing in the State of Louisiana holding a Commercial License in Heavy Construction or Municipal and Public Works Construction.
 
No Bidder may withdraw his Bid within 45 days after the actual date of the opening thereof.
 
A non-mandatory pre-bid conference is scheduled on-site at 10:30 am local time on May 2, 2024. Attendees shall meet at the Pointe Coupee Parish Detention Center parking lot at 8809 LA-981, New Roads, LA 70760 at the specified time. All in attendance will be required to sign a sign-in sheet.
 
Since Federal funds are to be used on this project, Bidders are reminded that per federal law, all regulations and requirements of, but not limited to, 2 CFR 200.317 – 200.327 apply. This includes the additional good faith efforts to solicit minority owned, women owned, and disadvantaged owned businesses. Bidders are encouraged to thoroughly review Article 19.00 of Section 00 73 00 Supplementary Conditions within the Project Manual and to follow any and all federal requirements.
 
The City of New Roads reserves the right to waive any informalities or to reject any and all bids.
