Notice is hereby given that sealed bids will be received by the Owner, City of Broussard, at Broussard City Hall, located at 310 East Main Street, Broussard, LA 70518, until 10:00 AM, Central Time on September 25, 2024 for the following:
Main Street Improvements – Phase IIIB
St. De Porres St. to Albertson Pkwy.
Broussard, Louisiana
Lafayette Parish
Bids will, shortly thereafter, at that time and place, be opened and read aloud. Bids received after the above specified time for opening shall not be considered and shall be returned unopened to the sender.
Sealed bids will be received in accordance with the Bidding Requirements and the Bid Form. Bids shall be accepted only from contractors who are licensed by the State of Louisiana for the Classification of Highway, Street and Bridge Construction. Only a bona fide sealed bid will be considered at opening time, bids received after closing time will be returned unopened. Sealed bids may be hand carried or mailed to the address listed above or uploaded on-line in the link found below.
SCOPE OF WORK: Multi-use path, driveways, striping, lighting, and other work indicated in drawings and specifications.
Complete sets of Bidding Documents may be obtained from Duplantis Design Group, 1308 Camellia Blvd., Ste. 200, Lafayette, Louisiana 70508, phone (337) 233-9914, after submitting a deposit of $250.00 per each set of documents. Deposit for the first set is fully refundable to prime bidders and a 50% refund shall be made for all additional sets to prime bidders, provided he submits a bonafide bid and the complete set of documents are returned in good condition within ten (10) days after bid opening; otherwise their deposit, in full, will be forfeited. Note: No cash will be accepted – only checks or money orders made payable to the City of Broussard will be acceptable. Bidding materials will be forwarded as soon as possible after receipt of the deposit and any necessary postage and shipping charges. Bidding materials can be picked up in person or by pre-paid courier service if arrangements have been made for such with the office of the Engineer.
MANDATORY PRE-BID CONFERENCE: A mandatory pre-bid conference will be held at 10:00 A.M. on September 16, 2024 at the City of Broussard Public Works, 102 Bercegeay Road (Mayor Charles Langlinais Road), located in Broussard, LA 70518. The prime contractor is required to have someone who is a full-time employee attend the pre-bid conference and be prepared to prove the employee status of that person. The prime contractor is required to have a full-time employee on site and designated as the job superintendent/foreman. The prime contractors are advised that attendance at the Pre-Bid Conference is mandatory. Bids will be received and opened only from bidders who are on record as having attended the mandatory pre-bid conference.
Each bid shall be accompanied by a certified check, cashier’s check, or bid bond payable to the City of Broussard, the amount of which shall be five percent (5%) of the base bid plus all additive alternates. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A-Rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. The bid bond shall be issued by a company licensed to do business in Louisiana. The certified check, cashier’s check, or bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to him, in conformity with the contract documents within ten (10) days.
The successful Bidder shall also be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U. S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A. M. Best's Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders' surplus as shown in the latest A. M. Best's Key Rating Guide nor fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance. The Bond shall be signed by the surety's agent or attorney-in-fact.
Bids shall only be accepted from Contractors who are properly licensed under the provisions of the Contractor's Licensing Laws of the State of Louisiana for the classification of Highway, Street and Bridge Construction, and must show his license number on the bid envelope. Bidder is required to comply with provisions and requirements of LA RS 38:2212 (A)(1)(c). No Bidder may withdraw his proposal for at least forty-five (45) days after the time scheduled for the opening of bids, except under the provisions of LA R.S. 38:2214. Each proposal shall be submitted only on the Contractor's Bid Form included in the Contract Documents.
The City of Broussard shall incur no obligation to the Contractor until the Contract between the Owner and the Contractor is fully executed.
The Owner reserves the right to reject any and all bids and to waive informalities. In accordance with LA RS 38:2212 (A) (1) (b), the provisions and requirements of this section, those stated in the Advertisement for Bids, and those required on the Bid Form shall not be considered as informalities and shall not be waived.
