Sealed bids will be received until the hour of 10:00 a.m., local time on JUNE 18, 2024 for the following:
 
The construction scope consists of stabilizing the site and returning the Dock 3 back into commerce. Construction will include removing remaining damaged sheet piles and associated anchor systems and re-establishing the river bottom along the complete length of dock. This construction will also consist of installing a new steel sheet-pile bulkhead and anchor system to replace the damaged portion of the upper dock, the transition dock, and the lower dock and associated wingwall. Additionally, a new upriver wingwall extension will be installed and connected to the existing upriver wing wall. Once the river bottom is re-established, a riprap cap will be placed along the complete length of the bulkhead. On the landside of the bulkhead, the existing site will be regraded, aggregate roadways will be re-established, and concrete pavement and drainage system will be installed.

Bids: Separate sealed Bids will be received by Natchitoches Parish Port Commission, 5690 Highway 486, LA-6, Campti, La 71411, either by registered or certified mail with return receipt requested, or hand delivered, or electronically submitted at www.centralbidding.com, no later than 10 a.m. local time on June 18, 2024. Promptly thereafter, the bids will be publicly opened and read aloud in the NPPC Conference Room. Electronic bids shall contain all the same documents that are required in a physically delivered bid. Other than as provided in LSA-R.S. 38:2214, no bidder may withdraw a bid within 45 calendar days after the actual date of opening.

Each bid shall be enclosed in a sealed envelope showing the Project Title, and the name, address, and license number of the bidder. Late bids will not be accepted.

The Owner reserves the right to reject any and all Bids in accordance with the Public Bid Law, and to disregard all nonconforming, nonresponsive, unbalanced or conditional Bids. The Owner may disqualify any bidder, either as a potential bidder or as the low bidder, on grounds that such bidder is not a responsible bidder, in accordance with applicable law.

Each bidder must deposit with his/her bid, security in the amount equal to five percent (5%) of the total bid in the form of a certified check, cashier’s check or bid bond as a guarantee that the bidder, if awarded the contract will promptly execute a contract in accordance with his proposal and all terms and conditions of the contract documents. If the bid is submitted electronically and a certified or cashier’s check is used for bid bond, then the actual check shall be delivered to the Natchitoches Parish Port Commission, 5690 Highway 486, LA-6, Campti, La 71411. Sureties for obtaining bonds must appear as acceptable on the U.S. Department of the Treasure Circular 570.

A Mandatory Pre-Bid Conference will be held at 1:30 p.m. on June 5, 2024, at the Natchitoches Parish Port Commission Office located at 5690 Highway 486, Louisiana 6, Campti, LA 71411.
