EVANGELINE PARISH POLICE JURY
COMMUNITY DEVELOPMENT BLOCK GRANT-DISASTER RECOVERY AND MITIGATION (CDBG-DR MIT) PROGRAM
Purpose
The Evangeline Parish Police Jury is seeking qualified firms or individuals to submit qualifications for the position of Grant Administrator for the Community Development Block Grant Disaster Recovery and Mitigation (CDBG-DR MIT) Program. The selected Grant Administrator will assist with the management and administration of disaster recovery projects, including the Ville Platte Detention Ponds (Round 2).
II.Scope of Services
The selected Grant Administrator will be responsible for providing the following services on each project:
1.General Program Administration
Establish and maintain comprehensive project files.
Ensure compliance with all state, local, and federal regulations.
2.Citizen Participation
Facilitate public hearings, including public notices and record-keeping.
3.Land Acquisition Compliance
Assist with compliance related to land acquisition, including easements and rights-of-way.
4.Environmental Review and Compliance
Conduct and document environmental reviews as required.
5.Financial Management
Manage financial aspects, including the preparation of Requests for Payment, financial reporting, and ensuring an acceptable financial management system.
6.Public Facilities/Construction Management
Assist in bid document preparation, oversee the bidding process, manage construction contracts, and conduct inspections.
7.Labor Compliance
Ensure compliance with labor standards, including reviewing payrolls and conducting on-site interviews.
8.Fair Housing/Equal Opportunity Compliance
Develop and implement policies for fair housing and equal opportunity, including Section 504 compliance and fair housing analysis.
9.Program Monitoring and Closeout
Monitor the project throughout its duration and assist with project closeout, including preparing necessary documentation.
III.Submission Requirements
Interested proposers should letter and number responses exactly as the questions are presented herein. Interested proposers are invited to submit proposals that contain the following information:
1.Introduction
A brief statement of the proposer's understanding of the scope of work.
Confirmation of appropriate state licensing to practice in Louisiana, if applicable.
Confirmation of a clean record regarding substandard work and unethical practices in the past five years.
Acknowledgment of full responsibility for the contract if awarded.
Signature of an authorized individual.
2.Background and Experience
Description of the firm's history, structure, and expertise.
List of similar projects completed, especially CDBG-DR related projects, including references and contact information.
Information on professional errors and omissions coverage.
3.Specialized Knowledge
Demonstrated knowledge of HUD and CDBG-DR program requirements.
4.Personnel/Professional Qualifications
Identification of key staff members, their qualifications, and experience relevant to the project.
Detailed resumes of key personnel who will be assigned to the project.
5.Approach
Description of the approach and methodology for executing the scope of services.
Any innovative concepts or methods proposed.
6.Proposed Compensation
For each task, proposers should detail the cost components, including labor hours, hourly rates, fringe benefits, mileage, per diem, contracted services, and overhead. Proposers may also provide a total price per task, with final pricing subject to negotiation and cost reasonableness.
Note: The available funds for administrative services are limited by CDBG restrictions . The total compensation will be subject to these funding limitations and final approval by The Evangeline Parish Police Jury .
Each project will need to be billed and invoiced separately.

IV.Selection Criteria
All responses to the proposal will be evaluated based on the following criteria and corresponding point system. Proposals must include sufficient information to ensure accurate evaluation. Incomplete or incorrect information may result in a lower score. Points will be awarded based on the information provided in the proposal, scored using these criteria:

**For each separate task proposer shall provide the following cost component details:
Direct labor hours per task by job classification (as listed 4, Personnel/Professional Qualifications, above), hourly rate by job classification, fringe benefits as either percent or absolute dollar per hour amount; mileage and per diem required per task, contracted services or materials identified by quantities and cost per unit; and overhead as a percent of direct costs or dollar amount per direct labor hour. (See “Cost Component Detail” Exhibit 6-4 of Disaster Recovery CDBG Administrative Manual; a spreadsheet version of Exhibit 6-4 is available online http://www.doa.louisiana.gov/cdbg/dradmin-manual.htm).
In addition, for each separate task, the proposer may provide a total price per task; consisting of the quantity of units and price per unit as applicable. (See “Price Detail” Exhibit 6-4 of Disaster Recovery CDBG Administrative Manual). Any final price per task will be subject to a cost reasonableness determination and final negotiation.

Evangeline Parish Police Jury reserves the right to reject any or all submittals and to waive any informality and irregularity in the qualifications/proposals and to select the firm(s) that are in the best interest of the Parish and in compliance with the terms set herein.
