REQUEST FOR PROPOSALS
 
Notice is hereby given that electronic bids will be received by the Owner via the Mader Engineering Plan Room at www.madereng.com until 2:00 o'clock p.m. on Wednesday the 28th day of February, 2024 for:
 
RENEWABLE ENERGY RECOVERY
for the
ACADIA PARISH POLICE JURY
 
Proposals received after the above specified time for opening shall not be considered and shall be returned unopened to the sender.
 
The Acadia Parish Police Jury is requesting proposals from qualified firms engaged in the recovery of renewable energy resources from landfills and similar operations. While the main project type discussed in the RFP is the recovery of landfill gas, many forms renewable energy recovery shall be considered. The facility is the Acadia Parish Sanitary Landfill, located at 611 Petal Road, Egan Louisiana.
 
Copies of the Request for Proposals and Contract Documents are available at www.madereng.com. This will be the only method of plan distribution and the only method for bid submittal.
 
The Acadia Parish Police Jury reserves the right to consider the proposer’s qualifications, experience, past performance and personnel, and to make such investigations as deemed necessary to determine the ability of the proposer to perform the work.  The Acadia Parish Police Jury also reserves the right to reject any proposal if the evidence submitted by, or investigation of, such proposer fails to satisfy the Acadia Parish Police Jury that such proposer is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein.  This project is not considered a “Public Work” in accordance with RS. 38:2212 (commonly known as the Louisiana Bid Law), and therefore this RFP process shall not be governed as such.
 
A bid bond will not be required.
 
No proposer may withdraw his proposal for at least one hundred twenty (120) days after the time scheduled for the opening of proposals. Each proposal shall be submitted only on the proposal form provided with the contract documents.
 
Proposals will be evaluated by the Owner based on a scoring system considering factors including royalties, as well as the proposer’s qualifications, experience, past performance and personnel.
