WASTEWATER TREATMENT PLANT

Engineer’s Project #1-0005-23  
                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                        Sealed bids marked “Sealed Bid – Evangeline Parish Police Jury Water Sector Grant to be financed by the State of Louisiana Water Sector Program” will be received by the Owner for the construction of the project described as follows:
Constructing a new wastewater plant adjacent to the existing plant.
Rebuilding an existing lift station.
Converting the entire existing plant into an equalization basin to be used for the new plant 
Proposals shall be addressed to the Evangeline Parish Police Jury and delivered to the office of the Evangeline Parish Police Jury located at 1008 W LaSalle Street, Ville Platte, LA 70586, not later than 2:00 pm, local time, on January 9, 2024, Sealed Bids to be marked “Sealed Bid Evangeline Parish Police Jury Water Sector Grant to be financed by the State of Louisiana Water Sector Program.”  Any bid received after the specified time and date will not be considered.  The sealed bids will be publicly opened and read aloud at 2:00 pm on the 9th day of January, 2024 at the Evangeline Parish Police Jury meeting room at the Evangeline Parish Police Jury Office located at 1008 W. LaSalle Street, Ville Platte, LA. 
 
The information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the Office of J. Ronald Landreneau & Associates, Inc. located at 801 W. Main Street, Ville Platte, LA.  Copies may be obtained at this office upon payment of a deposit of $250.00.  This deposit will be refunded upon request in accordance with R.S.38:2212.
 
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
 
Each bidder must have an active DUNS Number, as verified on www.sam.gov, prior to the beginning of construction. 
           
Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders.  Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
 
No bidder may withdraw his/her bid, security within forty-five (45) days after the actual date of the opening thereof.
 
All work completed in this project shall comply with Executive Order No. 11246 Equal Employment Opportunity.
 
It is required that on any bid for this project submitted in the amount of fifty thousand dollars ($50,000) or more,onedollar($1)ormoreforhazardousmaterialsormoldremediation,ortenthousanddollars($10,000)or moreforPlumbing,ElectricalorMechanical,thecontractorshallcertifylicensureunderR.S.37:2150-2192 and show the license number on the bid envelope.
 
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
 
The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. 
 
Any person with disabilities requiring special accommodations must contact the Evangeline Parish Police Jury no later than seven (7) days prior to bid opening.
 
In particular, Bidders should note the required attachments and certifications to be executed and submitted with the bid proposal.
 
Minority and Section 3 businesses are encouraged to submit a bid.
