NOTICE TO BIDDERS
SEALED BIDS FOR Construction of Electric Vehicle DC Fast Charging Station will be received by the Mayor and Board of Aldermen of the City of West Point at City Hall located at 204 Commerce Street, West Point, Mississippi 39773 until 10:00 A.M. local time on Tuesday the 17th Day of December 2024, and immediately thereafter will be publicly opened and read.
SCOPE OF WORK: The work generally consists of furnishing and installing two (2) Electric Vehicle DC Fast Chargers, 13 kV and 480 volt electrical facilities required to power Chargers, canopies, and related site improvements.
The above scope of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein.
QUALIFICATIONS: Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid.

SUBMITTAL OF SEALED BIDS: Each bid must be submitted in duplicate in accordance with the instructions to bidders which are bound in the Project Manual. Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal. Bid security in the amount of five percent (5%) of the Bid must accompany each Bid in accordance with the Instruction to Bidders.
SUBMITTAL OF ELECTRONIC BIDS: Electronic bids can be submitted at www.centralbidding.com. For any questions related to the electronic bidding process, please call Central Bidding at (225) 810-4814. Each electronically submitted bid must be submitted in “pdf” format and shall contain the same information and forms as required for sealed bids. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void.

FEDERAL REQUIREMENTS: All Contractors and all Subcontractors must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be the prevailing for the locality in which the project is located. This project is being funded in part by an Appalachian Regional Commission (ARC) Grant and the rules and regulations therein apply.
BUY AMERICAN CERTIFICATION: It is understood that the project herein contemplated is to be financed from funds appropriated by the Federal Government and expended under Federal regulations; that all plans, estimates of cost, specifications, awards of contracts, acceptance of work and procedure in general are subject at all times to all Federal laws, rules, regulations, orders and approval applying to it as a Federal Project, as well as all Buy America requirements as specified in 23 U.S.C. 313 and 23 CFR 635; and that the OWNER shall reimburse the CONTRACTOR as provided above for only such items of work and expense and in such amounts and forms as are proper and eligible for payment according to 23CFR645A.
The Mayor and Board of Aldermen of the City of West Point, Mississippi expressly reserve the right to reject any or all bids submitted and to waive any informalities or technicalities therein.
No bidder may withdraw a bid for a period of forty five (45) days after the date set for the opening of bids.
